Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation H92241-05-Q-0005 is issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through FAC 2005-02. Services required are removal of U.S. Special Operations Aviation specific equipment from four MH-47D aircraft immediately prior to induction in the remanufacturing program. The contractor shall remove all unique items identied in the inventory list and place items in a government approved storage area at Summit Aviation. The contractor shall carefully pack items into a crate for shipping. FOB point is origin. Inspection and acceptance shall be at origin by the Government. This RFP does not provide for full and open competition. Justification for Other than Full and Open Competition is FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The intended source is Summit Aviation, Middletown, DE. Only Summit has the access and facilities required to perform the work as required. The NAICS code is 488190 and the small business size standard is $6.0 million. DPAS assigned rating is DO-A1. This RFQ incorporates the following provisions and clauses: FAR 52.212-1, Instructions to Offerors -- Commercial; FAR 52.212-2, Evaluation ? Commercial Items; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items; FAR 52.212-4, Contract Terms and Conditions; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders; DFARS 252-212-7000 Offeror Representation and Certifications ? Commercial Items; and DFARS 252-212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. Any award resulting from this RFP will be issued on a SF 1449 and will incorporate all clauses required by law, the FAR and the DFARS as appropriate. Proposals must be emailed to U.S. Special Operations Command, Technology Applications Contracting Office, Attn.: AMSAT-D-TK, 401 Lee Blvd., Fort Eustis, VA 23604-5577, no later than 10:00 AM local time buy the date specified. All interested parties may identify their capability to respond to this requirement or submit a quotation; however the Government intends to solicit and negotiate with only one source per FAR 6.302-1. Note 22 applies.
