Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation number NTSB-R-05-0006 is issued as a Request for Proposal (RFP) and includes Amendments from Federal Acquisition Circular (FAC) 2005-02, Effective on March 23, 2005. This procurement is restricted to Small Business concerns under the North American Industry Classification (NAIC) system code 561492. The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation - railroad, highway, marine and pipeline - and issuing safety recommendations aimed at preventing future accidents. The NTSB also serves as the "court of appeals" for airmen, mechanics, or marines whenever the Federal Aviation Administration (FAA) or United States Coast Guard takes a certificate action. In support of this mission, the NTSB has a requirement for court reporting services on a nationwide basis and transcription services. The court reporting services are for verbatim transcripts of adjudicative hearings, EEOC hearings and depositions, labor relations hearings and depositions, large public hearings for accident investigations, interviews conducted for our accident investigations and other related services. Hearings will be conducted nationwide, including Alaska, Hawaii, Puerto Rico, and Guam, and the contractor must have a nationwide network in place for court reporting services. In some instances the contractor will be required to furnish court reporters in cases of emergency with as little as 24 hours notice, and there will be occasions when transcripts require fast delivery. There will also be occasional requirements for overtime during night, weekend, or holiday sessions during safety enforcement proceedings, depositions, and during accident investigation hearings. The transcription services are for audiotapes and digital recordings from interviews conducted during the course of accident investigations. Interviews will be recorded onto audiotapes or digital files. The contractor must have the capability to transcribe WAV, MSV, and MP 3 files. The period of Performance of this requirement is for a Base Year (twelve (12) months) after the effective date of award, plus four (4) Option Years for a maximum total of five (5) years. Any questions regarding the solicitation must be submitted via email to Bryan Moy at bryan.moy@ntsb.gov on or before April 15, 2005 at 3:00 p.m. Eastern Standard Time. If required, an amendment to the Request for Proposal will be issued with answers to the questions. Address: Court reporting services shall be performed throughout the United States. The exact location will be specified by the COTR at the time an order is placed. Transcription services shall be performed at the contractor's facility.
