- NASA/JSC has a requirement for the manufacture, test and delivery of Remote Manipulator System Retractor and Cartridges. NASA/JSC intends to purchase the items from Scot Incorporated in Downers Grove, Illinois. The retractors are a part of the Orbiter Remote Manipulator System. Scot Incorporated qualifies as the vendor to meet the Agency stringent requirements to ensure the proper functioning of the system. The proper functioning of the remote manipulator system retractor and cartridges is essential for the safety of the crew and the shuttle mission. Scot Incorporated is the manufacturer of the retractors and the associated cartridges. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 noon local time on May 23, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
