Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to solicit Science Applications International Corporation (SAIC) on an other than full and open competition basis for data collection and technical analysis services in support of the U.S. Joint Forces Command?s Joint Close Air Support (JCAS)/Joint Fires Support (JFSAT) Assessment Team. The current requirement is a proposed one-year extension of the current CPFF contract, N00140-04-D-H027, with SAIC for the support. The extension is necessary to allow time for the competitive solicitation of a follow-on contract for support. An estimated 52,640 man-hours of support are required during the period of the proposed contract extension from 14 July 2005 through 13 July 2006. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with SAIC since they are the only source with experience in the tactics, training and support needed for providing close air support as relates to Joint National Training Capabilities (JNTC) within the time specified. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five (45) days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The applicable NAICS code is 541710 and the size standard is 500 employees.
