- See Numbered Note 22. The Indian Head Division, Naval Surface Warfare Center, Indian Head, MD intends on awarding a sole source requirement to the University of Maryland for continued, unique management and technical support services. The University of Maryland will continue to develop internal management processes for the Naval Surface Warfare Center (NSWC) associated with strategic plans, lean implementation, hiring and other plans, and document these processes in the NSWC CONOPS. The University of Maryland will continue coordinating the implementation of these plans with the processes with NUWC, the process executives, the Product Area Directors, the Warfare Center BOD, and the divisions. The University of Maryland is a critical element in the continued institutionalization of the warfare center transformation, especially the development of the NSWC?s internal management processes associated with strategic plans, lean implementation, hiring plans, etc. The ! University of Maryland has unique experience in and the knowledge of the warfare centers. The University of Maryland was a key participant in the establishment of the warfare centers in 1992 and in the realignment in 2004 and worked closely with the warfare centers and their divisions. There are currently no other sources that possess this unique knowledge. The North American Industry Classification for this requirement is 541580. FSC code is R499. This Notice of Intent is not a request for competitive proposals. However, the government will consider all proposals received within 10 days after date of publication of this synopsis. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses/or questions must be in writing v! ia mail or e-mail (no telephone inquires will be excepted), received in this office by the close of business 3:00 p.m., Eastern Standard Time, April 18, 2005.
