Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) will host an Industry Day for the Persistent Unmanned Maritime Airborne Surveillance Capability. NAVAIR intends to release a Broad Agency Announcement (BAA) to seek proposals for research support in developing innovative solutions which provide persistent unmanned maritime airborne surveillance capability. Concepts developed under the BAA may be considered in the development of future ISR mission system improvements. The Navy?s desire is to develop ISR mission system enhancements for implementation in the 2012 timeframe, concurrent with other planned ISR improvements. The Navy is in the process of recapitalizing its land-based maritime ISR capabilities, currently provided by the aging P-3 and EP-3 aircraft. The Navy believes that the integration of manned and unmanned systems enables the creation of an overarching maritime architecture that can effectively enhance ISR mission performance and result in improved cost effectiveness. The desired outcome of this study is a capability based definition and overarching systems architecture that will support the development of a family of systems approach to maritime ISR. The Navy is developing alternative approaches to providing cost effective ISR capabilities and will consider deliverables from this effort as part of that process. This Industry Day will provide an opportunity for Navy leadership to brief planned ISR program and mission system improvements to industry. Additionally, NAVAIR will discuss BAA goals with industry, and conduct one-on-one dialogue with potential BAA prime offerors. The Industry Day will be conducted on 2 May 2005 at the Johns Hopkins University Applied Physics Laboratory Kossiakoff Center, 11100 Johns Hopkins Road, Laurel MD 20723-6099. Directions and lodging options can be found at http://www.jhuapl.edu/aboutapl/facilities/facil_html/conference.html. Attendees should plan to arrive between 0830 and 0900. Industry Day will begin at 0900 and briefings will continue through 1200. Lunch will be made available between 1200 and 1300 after which written questions may be answered. Questions left unanswered may be answered and made available via the web at a later date. One-one-one meetings with potential primes will be conducted from 1330-1800. If more one-on-one meetings are requested than time allows, additional meetings will be scheduled at a later date. Attendance at Industry Day is limited to a maximum of 5 individuals per organization. To register for Industry Day email Randal Marbury at randal.marbury@navy.mil. Clearances are not required and all discussions will be unclassified. Please note that Johns Hopkins University Applied Physics Laboratory personnel will be in attendance during the one-on-one meetings. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Navy will NOT assume liability for costs incurred by an offeror for travel expenses, presentations, marketing efforts or data offered for examination; therefore the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government.
