Description
Vessel(s) Required: US or foreign flag vessel or vessels with a minimum capacity of 37,000 sq. ft. of cargo capacity either individually or in combination. Offers which do not have the entire 37,000 sq. ft. on their own will only be considered when they can be combined with other offers, which also do not have the 37,000 sq. ft. on their own. Tug/barge offers will be considered. A packing list is available upon request. The vessel?s laden draft shall be not greater than 16 ft. and the vessel?s laden speed shall be not less than 5 knots. Offerors are encouraged to submit proposal(s) on the basis of either or both of the discharge ports listed in Box 5; see Special Requirement 6 and Section IV ? Price evaluation, below. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 25166-25168, May 5, 2004, or most current reference), preference will be given to U.S. flag vessels and VISA participants.
