Description
An Invitation For Bid will be available for download on or about April 29, 2005 at the Alaska District U.S. Army Corps of Engineers Contracting Web site in electronic format only using electronic bid sets (EBS) at https://ebs.poa.usace.army.mil/adver tisedsolicitations.asp You must register at the web site for this solicitation to receive notification of solicitation updates. No disks shall be mailed. Any resulting contract will be firm-fixed priced. The solicitation shall be issued on a competitiv e sealed bid basis per FAR 19.10 -- Small Business Competitiveness Demonstration Program. The government shall not be responsible for bid preparation costs in the event the solicitation is canceled. To receive award contractors must be registered in the CCR. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price, shall be applicable; therefore, the successful firm shall have the capability to acquire such bonding. In addition a bid gu arantee is also required. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the work it intends to subcontract. The FY05 subcontracting goals fo r this contract are a minimum of 50.9% of the contractor's intended subcontract amount be placed with small businesses, 8.8% of that to small disadvantaged businesses, 7.2% to woman-owned small businesses, 2.9% to HUB zone small businesses, and 0.5% to ser vice disabled veteran-owned small business and. The Davis-Bacon Act will apply. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process as soon as possible should they be the low bidder selected for the award. DESCRIPTION OF WORK: Harbor Improvements, False Pass, Alaska. Major construction items include construction of a 290 meter east breakwater, a 67 meter north breakwater, a 240 meter causeway with a 9 meter breach, and 29,000 cubic meters of dredg ing. Two optional dredging items are: dredging 35,000 cubic meters to achieve a -5.334 meter MLLW basin, and dredging 30,000 cubic meters to achieve a -3.810 meter MLLW basin. In addition to the dredging options, there is an optional item for constructi on of a 25.5-meter bridge over the 9 meter causeway breach and an option to construct a 46 meter by 18 meter dock. The breakwaters will have a crest elevation of +4.0 m MLLW and a crest width of 2.4 m. The causeway driving surface is at 4 meters MLLW and is 7.3 meters. Approximately 34,000 m3 of armor rock, 16,000 m3 of B rock, and 52,000 m3 of core rock will be required for breakwater construction. The entrance channel would be a minimum of 30 m wide and allow for one-way traffic and will be sufficient for larger vessels equipped with bow thrusters. The entrance channel depth will be -5.940 m MLLW. Dredged material would be disposed of upland adjacent to the harbor. A pad will be created out of the dredge material and excess dredge material will be sto ckpiled on the pad. The magnitude of this project is between $10,000,000 and $25,000,000.
