Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Work dated 8 April 2005 The U.S. Army Corps of Engineers has a need for a contractor to administer a web-based, research-based survey for a 500 person cross section of the USACE Headquarters 18-22 April 2005. Purpose: Provide baseline measure the level of perceived trust within relationships internal and external to HQUSACE. Identify where there are healthy levels of trust, where there are pockets of vulnerability and develop strategies to strengthen trust th rough a survey mechanism that is research-based, valid and reliable self-report Likert instrument with open-ended questions and accessible to HQUSACE employees via the internet. The survey instrument must be administered via on-line with an instrument cod e and using a highly secure server. The feedback report is sent to the client in a PDF file for ease of distribution and reproduction, and must be able to break out specific demographics of the survey population. Survey results will be presented to HQUSA CE senior leaders at that time. Scope: Up to 500 people covering a cross section of the HQUSACE. Results are to be delivered directly to the Government on 4 May 2005, plus HQ SES/GO/Office Chiefs on 6 May 2005. Content Analysis of Raw Qualitative Data to include: Coding, synthesis, analysis and interpretation of raw data. Identification of and interpretation of core findings, plus definition of key terms, such as management and employees, edited to reflect the identity of the organization and for ease of understanding. Summary of core findings, including indicators of the range that all respondents rated employees and management, regarding the specific behaviors that build and break trust in critical relationships. The number of responses for each scoring option from e ach rater group is reported for each behavior. Recommendations provided to LTG Strock to leverage trust building in support of trust-based relationships with external customers and stakeholders. Contractor is to work closely with a HQUSACE senior leaders steering group 25 April-5 May 2005 in order to present results to LTG Strock and MG Griffin on 4 May, and to set the agenda for HQUSACE senior leaders Professional Development Day on 6 May 2005. Deliver survey results to the Government on 4 May 2005, and facilitate and deliver results of the survey instrument at the Professional Development Day, 6 May 2005. Purpose: Introduce trust building to HQUSACE senior leaders. Define the senior leadership role in trust building and relationships internal and external to HQUSACE. Provide core findings. Scope: Deliver 30-minute briefing to the Government on 4 May 2005, and facilitate Professional Development Day on 6 May 2005. The following FAR provisions apply: 52.212-1, Instructions to Offerors-Commercial Items. Additional FAR and DFAR clauses are appl icable: 52.212-4, 52.212-5, 52.222-26, 52.222-35, 52.232-33,252.225-7001. Prospective contraotrs must submit their Annual Representation and Certification via the Online Representation and Certification Application (ORCA). This can be done through the fol lowing website http://orca.bpn.gov, this is in conjunction with the requirement to be regiestered in the Central Contractor Registration (CCR) database. Prospective contractors shall update the representation and certifications submitted to ORCA as necessa ry, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from the date of submission ou update to ORCA.
