Description
Contractual questions: Marian Alviar, 912-652-5539. Technical questions: Vicki Gatling, 912-652-5557. THIS PROJECT IS UNRESTRICTED. Any prospective Offeror interested in proposing for this solicitation may view and/or download this solicitation and all amendments from the internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: An Indefinite Delivery, Multi-Task Construction and Design/Build Construction contract for repairs, additions, and alterations to b uildings, roads, drainage systems and utility systems; and new construction of buildings, roads, drainage systems and utility systems construction tasks. This contract will include Time and Material (T&M) construction provisions. Work will be performed p rimarily at facilities located in Georgia, but may be located at other Federal facilities located within the geographic boundaries of the Army Corps of Engineers, South Atlantic Division. The task orders issued under these contracts will be Firm Fixed Pri ce Construction, T&M Construction, Firm Fixed Price Design/Build, or T&M Design/Build. The sample task order is anticipated to be within a price range of $100,000 to $400,000. Each contract shall be for a period of three years. Each contract shall not exc eed $14.5 million. The contracts will be solicited and procured using a Request for Proposals (RFP) Performance Price Trade-Off in accordance with FAR Part 15.101. The evaluation criteria will include Construction- Past Performance, Corporate Relevant Spec ialized Experience, Construction-Capacity, Management Effectiveness, Design-Specialized Experience/Technical Competence, Design-Staffing and Professional Qualifications, and Design-Knowledge of Locality. Prices submitted on a Sample Project Task Order will be evaluated for reasonableness and understanding of the Sample Project Task Order Scope of Work. Proposed percentages for Field Overhead, Field Overhead on Subcontractors Work, Home Office Overhead, and Bond Premium will be evaluated for reasonableness and will be applied to all future task orders and modifications issued under the contract. Offerors are required to submit a price and technical proposal. Award will be made to an Offeror whose technical submittal and price proposal contain the combinatio n of the criteria requested that offer the best value to the Government. This solicitation will be issued in electronic format only and will be available on or about 25 April 2005 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendment s will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
