Any prospective Offeror interested in proposing for this solic itation may view and/or download this solicitation and all amendments from the Internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: Construction or design/build construction of repairs, additions, and alterations t o buildings, roads, drainage systems and utility systems; and new construction of buildings, roads, drainage systems and utility systems. Maintenance, repair, replacement, renovation, minor construction (including asbestos and lead base paint abatement), restoration or modernization of a wide variety of facilities, and tasks include (but are not limited to) planning, design and installation/construction of the following systems: HVAC, plumbing, electrical, elevators, building envelope, fire protection, AT /FP, or total renovation. This MATOC will include Time-and-Materials (T&M) provisions. Work will be performed primarily at military installations in North Carolina. Work may also be located at other Federal facilities within the geographic boundaries of t he U.S. Army Corps of Engineers South Atlantic Division. The task orders issued under these contracts will be Firm Fixed Price Construction, T&M Construction, Firm Fixed Price Design/Build, or T&M Design/Build. Task orders are anticipated to be within a pr ice range of $750,000 to $4,500,000. Up to five Multiple Award Task Order Contracts (MATOCS) may be awarded to Offerors whose proposal conform to the RFP and provide the best value to the Government. Each contract shall be for a period of three years. Eac h contract shall not exceed $14.5 million. The contracts will be solicited and procured using a Request for Proposals (RFP) Best Value in accordance with FAR Part 15.101. The evaluation criteria will include Construction- Past Performance, Construction-Exp erience, Construction-Capacity, Design-Specialized Experience/Technical Competence, Design-Staffing and Professional Qualifications, and Design-Knowledge of Locality. Prices submitted on a Sample Project Task Order will be evaluated for reasonableness and understanding of the Sample Project Task Order Scope of Work. Proposed percentages for Field Overhead, Field Overhead on Subcontractors Work, Home Office Overhead, and Bond Premium will be evaluated for reasonableness and will be applied to all future task orders and modifications issued under the contract. This solicitation will be issued in electronic format only and will be available on or about 25 April 2005 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
