Description
NOTE: Any prospective Offeror interested in proposing for this solicitation may view and/or download this solicitation and all amendments from the Internet site at http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: Pe rmitting, site preparation, and construction of new roof installation, roof repair, or roof replacement at Fort Bragg, North Carolina, and other Federal facilities located within the geographic boundaries of the U.S. Army Corps of Engineers, South Atlantic Division. An Indefinite Delivery, Multi-Task Construction Contract (IDC) will be awarded with a period of three years. Task orders issued under this contract will be Firm Fixed Price (FFP); the contract will be solicited and procured using a performanc e Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Award will be made to an Offeror whose technical submittal and price proposal contain the combinatio n of the criteria requested that offers the best value to the Government. The technical proposal will be evaluated using the following factors: FACTOR 1: PAST PERFORMANCE, FACTOR 2: CORPORATE RELEVANT SPECIALIZED EXPERIENCE, FACTOR 3: CONSTRUCTION CAP ACITY, and FACTOR 4: MANAGEMENT EFFECTIVENESS. Factor 1 is equal in importance to Factor 2 and significantly more important than Factors 3 & 4. Factor 2 is equal in importance to Factor 1 and significantly more important than Factors 3 & 4. Factor 3 is equal in importance to Factor 4. Factor 4 is equal in importance to Factor 3. Examples of Specialized Relevant Experience involves experience in new roof installation, roof repair, or roof replacement, management structure, technical competence, and cap acity to perform multiple tasks at multiple locations simultaneously. The estimated magnitude of this project is more than $10,000,000. (Ten million dollars). The solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Develo pment Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about 22 April 2005 on the Internet at http://ebs.sas.usace.army.mil. Proposals will be due on or around 24 May 2005. No tification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disk, faxes, etc) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this soli citation and all amendments.
