- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT MODIFICATION. It is the intent of the 49 Contracting Squadron, Holloman AFB, NM 88330 to solicit, negotiate and award a modification of contract F29651-99-C9000 to DTS Aviation Services Inc. 6500 West Freeway, Suite 513, Ft. Worth, TX 76116, under statutory authority 10 USC 2304 (c)(1), set forth in FAR 6.302-1(d)(2), titled, Only one responsible source and no other supplies or services will satisfy agency requirements. The following requirements have a performance period of on or about 20 May 2005 through 30 Sep 2006: Services under this award consist of the Consolidated Aircraft Maintenance (CAM) contractor providing aircraft maintenance services on one (1) F-15D aircraft. The contractor shall provide F-15 maintenance & management support. The contractor shall accomplish planned sortie production and all scheduled and unscheduled maintenance actions as necessary to maintain aircraft and support flying Operations. The contractor shall perform all required on & off equipment maintenance on aircraft systems and subsystems IAW applicable technical data, publications, manuals, etc, AFI 21-101, titled AEROSPACE EQUIPMENT MAINTENANCE MANAGEMENT, and applicable directive. The contractor shall provide the following maintenance disciplines/services Electro-Environmental, Electronic counter measures, communication/navigation, hydraulics, aircraft guidance and control, photo-sensor, weapons control systems, structural repair, repair and reclamation/APG and jet engine. The contractor shall provide the Base Engine Manager (BEM) with engine status IAW AFI 21-101 and all applicable directives. The contractor shall provide a debriefing function IAW AFI 21-101 and all applicable directives. The contractor shall provide a F-15 support function responsible for developing, implement, and manage an efficient and effective logistics support system IAW all applicable directives that includes: Establishing and operate a Supply Management System to control all Government Property and Contractor acquired equipment; Utilizing the Standard Base Supply System to the maximum extent possible; Manage an Awaiting Parts (AWP) program; Establishing and managing a Shelf-Life control program; Establish and manage a bench stock/shop stock system for expendable material; Establish and manage a uniform Storage and Materials Handling program; Manage a repair cycle management system; Establish procedures to manage and account for all common hand tools and local manufactured special tools; Perform and manage an equipment management program; Control classified equipment and technical data; Control AT-38B weapons support equipment, T.Os and bench stock. This notice is for informational purposes only; therefore no formal solicitation will result from this announcement. This Notice of Intent is not a request for competitive proposals. However, the government will consider any proposals received no later than 20 Apr 05.
