- Under Statutory Authority 41 U.S.C. 253(1) the Government anticipates entering into sole source procurement negotiations with University of Wisconsin Survey Center, 1800 University Avenue, Madison, WI to participate under HSR&D grant #CRI-03-153-1 entitled ?Determining the Prevalence of Health Literacy Among Veterans?. This grant has been reviewed and approved by the Department of Veterans Affairs Merit Review Application system and is an ongoing study. University of Wisconsin Survey Center will furnish continued computer assisted telephone survey assistance for data collection protocols and assist with pilot tests for each survey instrument developed by MVAMC. The survey is to assess all subjects? not responding to previous survey on Veteran Health Literacy for those veterans over 50 years of age, previously matched to demographic data; functional status; measures of attitudes and beliefs about screening and the Short-Test of Functional Health Literacy in Adults (S-TOFHLA) this group has been matched to data furnished by WI Survey Center and VA CRC QUERI screening assessment and surveillance data system (grant CRS02-162-1) for screening compliance. The above authority is cited and justification made based on the determination that the Government?s minimum needs can best be satisfied by services available from one source. This contract action is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302. Other persons may identify their interest and capability to respond to this requirement by April 14, 2005. This notice of intent is not a request for competitive proposals. No solicitation document is available. However, the Government will consider all interests received on or before April 14, 2005. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
