PLEASE NOTE: THE DATES FOR THE PRE PROPOSAL CONFERENCE AND WALK THROUGH OF THE CENTERS ARE CHANGED TO CORRECT AN ERROR. RAMEY WILL BE ON TUESDAY MAY 3, ARECIBO IS WEDNESDAY MAY 4 AND BARRANQUITAS IS THURSDAY MAY 5. ALL OTHER TIMES AND ITEMS REGARDING THIS SYNOPSIS REMAIN THE SAME. An RFP will be issued, on or about April 21, 2005, for the continued Operation of the three (3) Job Corps Centers, in Puerto Rico; the Arecibo Job Corps Center, in Garrochales, PR, the Barranquitas Job Corps Center, in Barranquitas, PR, and the Ramey Job Corps Center, in Aguadilla, PR. This procurement will be full and open to all responsible Offerors. Job Corps is a national residential and non-residential training and employment program, administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations for the three (3) Centers and Outreach/Assignment (recruitment) & Career Transition Services (Job Placement and Graduate Support Services). The contract will have a 2-year base period, December 1, 2005 through November 30, 2007, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about April 21, 2005. It can be obtained from FedBizOps (http://www.fedbizopps.gov/) and/or the Job Corps Acquisition Web Page, located on the World Wide Web, at http://www.doleta.gov/jobcorps/RFP_main_new.cfm . The average capacity for each of the Centers are, 1) Arecibo ~ the Center is 200 youth of which 144 are residential (72 males and 72 females) and 56 non-residential (10 males and 46 females), 2) Barranquitas ~ the Center is 260 youth of which 185 are residential (90 males and 95 females) and 75 non-residential (35 males and 40 females), and 3) Ramey ~ the Center is 335 youth of which 272 are residential (136 males and 136 females) and 63 non-residential (14 males and 49 females). The successful Contractor will also provide Outreach/Assignment Services, recruiting 1330 Students to the three (3) Centers from Puerto Rico and the US Virgin Islands. Career Transition & Support Services will also be provided for approximately 1,279 youth returning to Puerto Rico locations and the US Virgin Islands. A Pre-proposal Conference and Site Visits are scheduled for the week of May 2nd, 2005. The following exclusive itinerary is provided (no variations): The Pre-Procurement Conference will take place at the Ramey Job Corps Center on Tuesday, May 3, 2005, at 11:00 a.m. (local time). The Center is located at Calle Belt Edifico 760, Aguadilla, Puerto Rico 00604, Telephone: (787) 890-2030. A tour of the Center will take place immediately after the conference. A tour of the Arecibo Job Corps Center will take place on Wednesday, May 4, 2005, at 11:00 a.m. (local time). The Center is located at Carretera 682 Km 6.6, Garrochales, Puerto Rico 00652, Telephone: (787) 881-2300. A tour of the Barranquitas Job Corps Center will take place on Thursday, May 5, 2005, at 11:00 a.m. (local time). The Center is located at Carretera 152 Km 3.0, Barranquitas, Puerto Rico 00794, Telephone: (787) 857-5200. NOTE: The Pre-Procurement Conference will only take place on May 3RD. May 4 and May 5 will solely consist of Center tours at Arecibo and Barranquitas. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, prior to attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a ?Notice of Intent to Attend Puerto Rico Job Corps Center Pre-Procurement Conference & Tours? to: Tom Pendleton, U.S. Department of Labor, Office of Job Corps, JFK Federal Building, One Congress Street, Suite E-350, Boston, MA 02203. All Notices of Intent to Attend should be received by this office no later than April 25, 2005. Attendees are required to stop in at the front desk of the Administration buildings at each of the Centers to acquire a security pass and gain instructions as to where the conference and tours will be held on each Center. Please do not perform any unescorted tours of the Centers. No requests for variations of the Conference and tour itineraries will be considered. Only formally scheduled tours will be provided as part of the conference. As the Centers are located in tropical climates and the tours will likely last 1-2 hours each, it is recommended that comfortable clothing and walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than April 25, 2005. Lodging and subsistence are the responsibility of attendees. The successful Contractor shall provide Academic and Vocational Training, Student Outreach Service (recruitment) in both Puerto Rico and the U.S. Virgin Islands, Career Transition/Support Services (Job Placement and Graduate Support Services) in both Puerto Rico and the U.S. Virgin Islands, operate Counseling & Residential Living programs, and provide the following support services: Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows: Contract and Personnel Management, Staff training, Financial management, Procurement and Property Management, Facility Operations and Maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and written submissions as described in Section L of the RFP. All written proposal submissions shall be due no later than Monday, June 20, 2005 at 12:00 p.m. (noon, local time) to the Job Corps Contracting Office address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
