Description
I. The Contractor shall provide on-site assessment and training to improve administrative and fiscal management of the Contract Health Services (CHS) Program. The contractors to receive this assistance are: Greenville Rancheria Lake County Tribal Health Consortium Pit River Health Services Round Valley Indian Health Center Susanville Indian Rancheria The on-site visits will include the following: ? An assessment of the existing CHS program, to include levels of care ? A review of vendor files to establish completeness and timeliness ? A review of performance in completing purchase orders set up budget ? A review of local obligation files ? A review and recommendation of the fiscal management of the program ? A review of skill level in using the Resource and Patient Management System (RPMS) to manage and export files ? A review of Catastrophic Health Emergency Funds (CHEF) eligibility, to include when to apply for the program ? A review of the requirement to send letters of denials for services and provide assistance in generating letters, if not being done ? A review of reporting denials and deferred services and provide training on the difference of these services ? Contractor shall provide recommendations to improve the administrative and fiscal management quality of the CHS program ? A review of the laws, regulations, and policies governing the CHS program ? Appraisal forms/participant satisfaction questionnaires are to be developed and administered by the contractor and submitted to the project officer for review. II. In addition, a one-day (CHS) conference shall be held at the California Area Indian Health Service conference room to provide core management issues on the following: ? The importance of current vendor files ? The importance of reporting denials and deferred services using RPMS and clarify the difference in these two services ? The (CHEF) threshold level to qualify for reimbursement ? The importance of establishing clear levels of care ? The requirement to provide letters of denials The conference shall be held following the five site visits. The focus will be on general management issues as described above and targeted to other CHS managers not included in the site-visits. The agency will offer $2,000 in incentives to the contractor, above the baseline fee, for demonstrated superior performance. Performance is to be based on the following: 1) Baseline assessments from five CHS programs: Submit assessment 30 days following visit. To receive $400 incentive- Submit assessment 15 days following visit. 2) Report of deficiencies from five CHS programs: Submit deficiency report 30 days following site visit. To receive $400 incentive- Submit deficiency report 15 days following site visit. 3) Report recommendations provided to five CHS programs: Submit recommendations made 30 days following site visit. To receive $400 incentive- Submit recommendations made 15 days following site visit. 4) Perform satisfaction survey* of CHS Participants from five CHS programs: Submit satisfaction surveys 30 days following site visit. To receive $400 incentive- Submit satisfaction surveys* 15 days following site visit. 5) Perform satisfaction survey* of CHS conference: Submit satisfaction survey 15 days following the conference. To receive $400 incentive- Satisfaction surveys* score of 4 of higher. * 5-point participant satisfaction survey is to follow the following rating scale: 1 = Poor 2 = Below Average 3 = Average 4 = Superior 5 = Exceptional This award is to be performance based. Offeror must submit name(s) of individual(s) to perform work and provide documentation of their experience and related qualifications. Both price and technical performance scores shall be evaluated for award purposes.
