Description
The Health Resources and Services Administration (HRSA) is conducting a Sources Sought/Market Survey to locate Small Businesses, HUBZone, and/or 8(a) firms under NAICS Code 541611 ($6M) capable of providing management of the HRSA Trauma-EMS Systems Program “Trauma-EMS Systems Technical Assistance and Resource Center”. The Trauma-EMS Systems Program: 1) provides leadership to facilitate the development of effective, comprehensive and inclusive statewide trauma systems; 2) facilitates development of State/Territorial trauma system infrastructure that coordinates regional systems to administer quality, cost-effective care at the local level; 3) promotes prepared trauma systems that can respond to emergency/disaster situations of any volume, are coordinated with State emergency management and disaster planning efforts, and that function effectively on a day-to-day basis; 4) performs nationwide system assessments; 5) promotes the State collection and usage of quality trauma care and trauma systems data; 6) provides strategic planning for necessary initiatives and directs grant funding in support of State infrastructure development; 7) highlights best practices and creates models for State trauma systems planning and evaluation; and, 8) coordinates related Federal and professional organizational activities. The purpose of the program is to carry out the intent of Title XII, Trauma Care, Public Law (P.L.) 101-590, the Trauma Care Systems and Development Act. The contractor shall maintain and continue to expand the established Trauma-EMS Systems Program technical assistance and resource services. This effort will facilitate, nationally, the development of effective, inclusive, statewide trauma systems that include coordinated injury prevention programs, promote system access, are financially sound, and provide timely quality care to victims of traumatic injury. The goal of this requirement is to: 1) provide timely, high quality technical assistance and related services that support, inform and facilitate State Trauma System Managers in their efforts to build and/or enhance statewide trauma systems development; and, 2) to assist the administrative and programmatic work performed by the Federal Trauma-EMS Systems Program staff. The Center shall function under Federal Program direction to provide necessary services to the States and to the Federal Program Director (FPD). Experience with and an understanding of Federal Government Processes, Grant Awards, Comprehensive Trauma Care Systems, National Leadership Initiatives, State Technical Assistance Initiatives, National Assessment Initiatives, State Educational Initiatives, and a general familiarity with the Emergency Healthcare Providers and Professional Organizations is critical and required. Information sent shall be relevant and specific, addressing the following tasks: 1) technical assistance (TA) matrix; 2) topic-based educational calls; 3) State Grant Initiatives matrix; 4) State Funding profiles; 5) reporting requirements such as Progress reports, Annual State Trauma Legislation Report, Cumulative Annual Report; 6) TA Services and Resources Listing; 7) Mentoring Program; 8) TA/Site Visits; 9) TA Experts; 10) TA to States regarding State Effort to Collect Data; 11) Website; 12) planning and coordination of meetings; 12) Program Information/Communication; 13) Information Development and Dissemination; 14) Special Project Support; and 15) Grant Administration. Interested organization should submit their capability statements demonstrating the capability to perform this work. Interested organizations must provide a capability statement that demonstrates and documents extensive experience with and the ability to perform the tasks listed above. Organizations must demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include Government and commercial contracts, references (with names, telephone numbers and email addresses) and any other information serving to document the organization’s capability. The Government anticipates award of a contract consisting of a twelve-month Basic period and four (4) twelve-month Option periods. This is not a request for proposals and does not commit the Government to award of a contract now or in the future.
