- The USDA Risk Management Agency (RMA) has a requirement for a consulting and advisory service to process remaining open disputes between an insurance company under liquidation and the policy holders which are now taken over by the RMA. This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior on behalf of the RMA in accordance with FAR Part 12, Acquisition of Commercial Items. The Government intends to negotiate on a sole source basis with Mary Sellers for this requirement in accordance with FAR 6.302-1. Mary Sellers is uniquely qualified to render this service to the Government owing to her extensive knowledge of the Federal crop insurance program. A sole source transitional contract of this nature with American Growers policies recognizes that this situation is extremely unusual and requires the continuity of effort that only Ms. Sellers can provide.
