- Classification Code 69 ; The Air Force Materiel Command, Air Armament Center, Range Instrumentation Systems Squadron (RISS), Eglin AFB FL intends to negotiate a modification, on a sole source basis, for additional supplies and services under contract F08635-03-D-0001 with Cubic Defense Applications, Inc. 9333 Balboa Ave., San Diego, CA. The authority to be used to acquire additional supplies and services without providing for full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This authority is appropriate based on the contractor?s unique experience with the P5CTS program, anticipated substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency?s requirements. The supplies and services that will be added to the contract are: Additional fully burdened labor rates for skill categories not now listed in the contract; Provisions for adding additional data merge interfaces to the P5/TCTS such as data from the F/A-18 Memory Unit and other advanced memory unit devices; The capability for threats in the pod; Weapons simulations interface upgrade that will permit the ?plug and play? of weapons simulations on a selective basis, and provide for the spiral addition and integration of a Department of Defense (DoD) mandated Joint Tactical Radio System (JTRS) compliant data link for both Participant Subsystems and Ground Subsystems including the retrofit of both types of existing subsystems already fielded up to that time.
