- The Air Force Medical Service is seeking sources to perform referral management and tracking services in military medical treatment facilities at 44 geographically-dispersed stateside Air Force Bases (AFBs) and overseas locations (England, Italy), and potentially 22 other stateside and European bases. The service is known as the AFMS Referral Management Center (RMCs). A Referral Management Center (RMC) is a ?One-Stop Shop? where patients go to process specialty referrals requested by their Primary Care Managers (PCM). The work is to establish RMCs at each MTF, staffed with registered nurses, licensed practical nurses, and administrative personnel to manage and track all referrals generated by the Military Treatment Facilities (MTFs) and to interface with the TRICARE Managed Care Support Contractor (MCSC), other MTFs, and government healthcare organizations (e.g. VA), with regards to referrals. Referral Management (RM) is a process for managing and tracking patient referrals, both internal and external to the medical treatment facility (MTF), and Right of First Refusal (ROFR) requests in order to identify trends, recapture care, and promote continuity of care. It provides a mechanism for determining patient access to specialty clinics, Durable Medical Equipment (DME), and network inpatient admissions based on standardized criteria and pre-determined clinical/business outcomes. The RMC executes its specialty referral processes in accordance with the standardized AFMS R&A Business Rules. Under T-Nex, MTFs must meet the goals they projected in their MTF Business Plans. Recapturing specialty patient care from the private sector is a key AFMS strategy to maximize the MTF?s specialty care capability while at the same time recapturing specialty care being done in the private sector, which could be done in the MTF or Direct Care system. Background: We are seeking small and 8(a) business sources as part of market research to ascertain the interest, capability, experience, and capacity that small businesses possess to meet the complexity and magnitude in scope of performingto referral management services at 44 stateside MTFs and two overseas locations (England and Italy) and potentially 22 additional MTFs. If you are an interested small business or 8(a) source, please describe your ability to meet the following minimum mandatory requirements: Past/current experience in staffing registered nurses, licensed practical nurses, and administrative personnel at multiple stateside and European locations. State number of states and which countries Past/current capability to staff the above skill sets within 60 days of contract award. Describe percentage staffed by 60 days of contract. (For example, RNs hired at 80% by 60 days of contract award). Past/current ability to minimize turnover of hired staff at multiple locations. Past/current ability to replace staff within two-three business days on short or no notice with trained and qualified personnel. Past/current ability/processes to manage personnel at multiple stateside locations and meet quality requirements of contract.
