- The U.S. Department of Energy (DOE), Office of Intelligence (IN) intends to award a sole source purchase order to the Microsoft Consulting Services, of Dallas TX for support in Secure Desktop Development. Microsoft is the original developer of this highly specialized service, in cooperation with the National Security Agency. The operating and application software involved is proprietary to Microsoft. This award will be for the planning and preparation effort required in advance of deployment. The proposed award will be for a period of two months. This proposed action is for services for which the Government intends to solicit and negotiate with only on source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information for the requirement within 15 calendar days of the publication of this notice, to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
