MOD 0001 - This amendment is issued to incorporate to answer quoter questions as follows: 1) ?Could you please give us an idea of the number of feet in the library and compact shelving that have to relocate.? Library: We do not know how much of our present library will be moving with us at this time. If all of it were to move with us, then, presently, the library is in two different locations (because of the way we have had to re-claim space for offices.) There are 4 walls of shelves, each 8 feet high, with the following lengths: 48 ft long, 20 ft long, 24 ft long and 10 ft long. All shelves are 18 inches deep. Compact files: We do not know whether it would be cost effective to dismantle and reassemble the existing unit. The unit is approx: 20 ft long, 12 ft deep and 7 ft. high. 2) ?Is there an inventory list of work stations and furniture for the project?? There is presently not an inventory per se. We do not know which of our present furniture pieces will be moving with us, as the new space has been designed for systems furniture, and we have traditional wood furniture. We are assuming that much of our furniture will be new. For discussion purposes, I can outline for you the following furniture pieces that are presently in our space: Most staff, (135) whether line staff or managers, have a desk and/or credenza , task chair, guest chair, bookcase(s) and 1-3 vertical file cabinets. Senior managers (8) have a table with 6 chairs in addition. Non-senior managers have 2-3 more guest chairs. There are 3-4 areas with anywhere from 6-10 lateral file cabinets. The District Administrator has a number of additional pieces, such as a couch and side tables and a couple more bookcases. II. Except as provided herein, all terms and conditions of the subject solicitation, remain unchanged. This synopsis/solicitation is for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement requests quotations and constitutes the only solicitation; a separate solicitation will not be issued. Request for Quotation number SECHQ1-05 -Q-0092 shall be referenced on any quotation. This procurement is 100% set-aside for small businesses. The NAICS code is 541614, which has a size standard of $6 million. This contract action will result in a Firm-Fixed Price Purchase Order. The United States Securities & Exchange Commission (SEC) has a requirement to relocate its Boston District Office (BDO) from 73 Tremont Street, Suite 600, Boston, MA to 33 Arch Street, Boston, MA. Approximately 125 SEC personnel are to be relocated from the 5th and 6th floors (approximately 22,302 sq ft) to 33 Arch Street, 3 floor(s). Combined, the SEC suites on the 22nd, 23rd, and 24th floors comprise approximately 65,000 square feet of space. The origin and destination locations together comprise the "premises" referred to in this solicitation. SCOPE: The Contractor shall provide all labor, equipment and facilities as required to perform the work described in the Statement of Work. The physical relocation is planned to occur in Fall, 2005. It is assumed that the move will take place from a Friday evening through a Sunday night. Certain items will be moved mid-week to include the library and high density files. The period of performance for this contract shall be from contract award through completion of the move. PERMITS, LICENSES, INSURANCE: The contractor is responsible for obtaining and maintaining all necessary permits, licenses, certificates of insurance, franchises and lawful authority required for the execution of the services. At least ten days prior to the move being performed, the SEC requires certificates of insurance and proof of workers? compensation. SITE VISIT: A site visit has been scheduled for 10:00 a.m., April 12, 2005 at the SEC?s Offices, 73 Tremont Street, Suite 600, Boston, MA. CLAUSES AND PROVISIONS: The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors Commercial Items (JAN 2004); FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (MAY 2004) - all Quoters must include a completed copy of this provision with their quote; FAR clause 52.212-4, Contract Terms and Conditions- Commercial Items (OCT 2003); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2004) - in paragraph (b) the following clauses apply; 52.203-6 Alternate I, 52.219-6, 52.222-3, 52.222-19,52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37,52.232-33,52.232-36, 52.239-1, 52.222-41,52.222-43, 52.222-44. Clauses incorporated by reference may be accessed in full text at www.arnet.gov. CENTRAL CONTRACTOR REGISTRATION: Quoters must be registered in the Central Contractor Registration (http://www.ccr.gov) to be eligible for award. QUESTIONS: All questions concerning this RFQ shall be submitted in writing via e-mail to Amy Alvarey at alvareya@sec.gov no later than Thursday, April 14, 2005. Questions will not be answered orally. SUBMISSION OF TECHNICAL AND PRICE QUOTES: The SEC shall take into consideration the following factors: 1) technical capability, 2) key personnel, 3) corporate experience, 4) past performance, and 5) price. The non-price factors are more important than price. Quoters shall submit the originals of the Technical and Price Quotes containing all of the information set forth herein to Amy Alvarey. The Price Quote shall be submitted separately from the Technical Quote. The Technical and Price Quotes shall be separate and complete so that evaluation of one may be accomplished independently of the other. Technical and Price Quotes must be received on or before 4 PM on April 25, 2005. Quotes received after the deadline will not be considered. If email is used, the signed originals must be received within 2 days of the closing date. Technical and Price Quotes may be delivered either by US mail, Federal Express, or email, no later than the date and time specified, to: Amy Alvarey, Contract Specialist, U.S. Securities and Exchange Commission, 6432 General Green Way, MS O-20, Alexandria, VA 22312 or via email at alvareya@sec.gov. The Price Quote shall be complete and accurate in all respects to demonstrate the Quoter?s ability to satisfactorily perform the work called for by this RFQ. TECHNICAL QUOTES shall be divided into the following sections: 1) Technical Capability: Each Quoter shall address the requirements of the statement of work, demonstrate its ability to comply with each requirement, and explain how such compliance shall be achieved. Quoters shall provide an organization chart describing project staff and lines of responsibility and authority. The chart shall include each person?s labor category and approximate number of hours to be worked. Quoters shall provide examples of a relocation plan, project budget, status report and meeting minutes from a project of similar scope. The Technical Quote shall not contain reference to the Price Quote; however, resource information such as data concerning labor hours, staffing, and sub-contracts, if any, shall be contained in the Technical Quote so that the Quoter?s understanding of the scope of work may be evaluated. The technical quote is limited to five pages, single spaced, with font size no smaller than 12 point. 2) Key Personnel: Resumes shall be submitted for each proposed person designated as key personnel (e.g., Project Manager, Move Coordinator, Move Foreman, supervisors, and other management individuals performing critical roles on this contract, including any subcontractors). Resumes are limited to one page, single spaced, with font size no smaller than 12 point. 3) Corporate Experience: Quoters shall discuss their corporate experience, within the past two years, with providing services that are similar in size and scope to the SEC?s requirements. Quoters shall also specify the following: history of the company (including the year services were established); location of the company; company contact person, address, telephone number, email address, and web page address; and approximate total revenue for 2003 and 2004.4) Past Performance: Quoters shall provide the following information for 3 contracts performed (federal or commercial) within the past two years to demonstrate that the Quoter has successfully performed contracts for similar services: Name of company; Contract number; Contract type; Total contract value; Description of the contract work; Contracting officer and telephone number or similar representative; Contracting officer?s representative, program manager, or similar company official and telephone number; and total rentable square footage at the new office location. Quoters shall also provide a complete list of contracts terminated before the contract expired. Quoters that have no similar past performance should provide the requested information for proposed subcontractors that will perform major or critical aspects of the requirement or for the proposed project manager or key supervisory personnel, such as the Foreman responsible for a major part of the requirement. 5) Price: Quoters shall provide a firm-fixed price for each of the three major services required in the Statement of Work, along with a breakdown of the price. STATEMENT OF WORK RELOCATION SERVICES The Contractor shall provide: I) Project Management Services. At a minimum, the Contractor shall: A) Be the on-site contract project management and construction management representative for the SEC, managing all aspects of the BDO office relocation. B) Provide project planning and management to assist in the successful completion of the office move, including overseeing construction, move coordinator and move services management, quality control, project scheduling, and cost tracking and control. The Contractor shall maintain overall responsibility and accountability for the relocation project through completion. C) Attend weekly meetings with the landlord?s representative and their design and construction teams, review all design documents and provide written comments to the COTR. The Contractor shall facilitate all meetings associated with the BDO relocation project. The Contractor shall provide meeting minutes no later than two days after each meeting to the COTR. D) Develop a preliminary master relocation plan and a preliminary master project budget upon award of the purchase order. The SEC will supply the Contractor with a floor plan showing the floor layout for the existing suites on the 5th and 6th floors and the destination offices on the 22nd, 23rd and 24th floors. E) Provide project management oversight for all aspects of this requirement, including being the liaison between the landlord or his designee and the SEC. The Contractor shall coordinate all interactions between the SEC?s miscellaneous contractors, including but not limited to furniture, security, telecommunications/data installers, architects, with the landlord. The Contractor shall serve as the liaison with the construction contractor, broker, landlord and their subcontractors (architect, construction, general contractors), and the SEC. At a minimum, the Contractor shall review the proposed construction agreement and provide guidance to the SEC regarding the document terms, (e.g. code compliance, value engineering, constructability issues) and provide guidance to the SEC regarding proposed language for tenant improvements, participate in all design phase activities through completion of the construction documents and monitor the status of punch list items and ensure prompt completion of all work under the construction contract. F) Prepare and provide periodic technical briefings, including but not limited to project execution plans, project completion reports, inspection reports, and schedules. The Contractor shall provide the COTR and the Associate Executive Director of OAS weekly status reports of the progress of the project including, at a minimum, identification, status, and resolution of issues in a mutually agreeable format. G) Review the landlord?s budgets and schedules, ensure compliance with budget costs and expenses, including value engineering suggestions and report information on an ongoing basis to the COTR. H) Review landlord?s final comparison sheets listing trade contractor base price, alternate and unit prices (e.g. from original to final negotiated prices) and provide the COTR with recommendations for approval. I) Prepare and maintain a checklist covering administrative and ancillary items related to the project and provide status to the COTR on an ongoing basis throughout the term of the project. J) Coordinate/facilitate the development of an acceptable phasing plan with the COTR, architect, engineer and building management for this project. The Contractor shall coordinate with the landlord to obtain required permits. K) During construction: Visit the site at least once per week to monitor the work being performed. Attend meetings to monitor scope and schedule compliance, review the landlord?s contractor fees/payments. Develop and implement a communication program which includes at a minimum, meeting once per week with the COTR (teleconference is acceptable), and providing status reports and recommendations to the COTR. Integrate the construction management services, the architect?s services and the SEC responsibilities into a phased construction schedule to ensure successful completion of the project. This includes monitoring the ordering and delivery of long-lead items, and ensuring incorporation of SEC product and procurement items (e.g. furniture, security, telecommunications/data) into the phased construction schedule. Ensure that all proposed changes in design, scope or schedule of the project will proceed only as defined in the lease agreement. All changes in design, scope, cost or construction shall be approved by the SEC before they are implemented. During the project close-out phase, review the landlord?s close-out documents to ensure all partial and final lien waivers, final governmental authority sign-offs and any other related documentation is completed. Assist the landlord and his architect in their preliminary inspections of work prior to final project close-out. Expedite and monitor completion of punch list items to the SEC?s satisfaction. Coordinate the process to maintain orderly transition of the space to the SEC. L) Telecommunications/Furniture Services/ Security Services. The contractor shall coordinate with the SEC to seek approval of the final design requirements and verify that installation is as specified on SEC approved plans for the computer rooms, audio/visual work, all furniture requirements, and security equipment/services. II) Move Coordinator Services. At a minimum, the Contractor shall: A) Develop and provide a detailed staging plan for the relocation to include: voice, data, and other technology; furniture, new furniture installation; and movement of records and files. An inventory will be provided by the COTR at least 30 days prior to the anticipated move date at the walk through. B) Provide assistance in planning and managing the implementation of the move to include coordination with the building management and ensuring compliance with all landlord requirements. Generic requirements, management addresses and phones numbers are provided in the Building and Insurance Information attachment. The Contractor shall be responsible for obtaining and complying with the landlord?s requirements. C) Provide assistance in implementing a process of employee move preparation (e.g., prior to the move providing adequate recycling bins, trash bins, boxes for individual employee personal items; bulk shredding). D) Provide on-site supervision of moving activities. E) Provide security of SEC assets throughout the move. F) Develop a post-occupancy issue resolution process for review and approval (to include providing two employees for the first three days after the move from 9:00 a.m. to 5:30 p.m.). III) Move Services. At a minimum, the Contractor shall: A) Supply all needed labor, supervision, equipment, supplies, and services to perform relocation of the SEC offices in an orderly, timely, and efficient manner. The required services shall include padding and protection, necessary equipment, disassembly of the property where necessary, reassembling that which the Contractor has disassembled, removing all padding, protection and equipment from the premises. The pre-move, weekend move, and the post move shall each be scheduled with the SEC and the Landlords and shall include the following: 1) Pre-Move: The Contractor shall coordinate and meet with the SEC and Move Coordinator at least 3 weeks prior to the move date, and provide the SEC with three different color-coded pressure sensitive labels in sufficient quantities. The Contractor shall provide rent-a-crates or boxes for the movement of contents for the purpose of the SEC?s staff packing office contents, file cabinets, file rooms, supplies and miscellaneous contents 10 days prior to the move. The pre-move preparation will be conducted on Thursday and Friday, 2 days prior to the weekend move. Preparation shall include the dismantling of the L-Unit desks, systems furniture and components, conference room tables, and placing furniture pieces on dollies in preparation for a Saturday morning move. On Friday, during business hours, the protective materials shall be installed. In all personal staff offices, the SEC?s employees will pack the contents of desks, credenzas, file cabinets and personal items. The Contractor shall pack and relocate all remaining items to include computers, peripherals, cables, cords, etc. The Contractor is not responsible for moving the following: laptop computers, server equipment, computer disconnects and hook-ups, copy machines, nor the telephone system. 2) Move: The weekend move shall include all offices to be relocated in the priority established by the Move Coordinator, including the moving of the existing furniture of offices, conference rooms and other spaces from the 5th and 6th floors within the building from 9:30 a.m., Friday and completed by 10:00 a.m., Monday, and within the timeframe established in the contract. 3) Post-move: The post-move shall include relocation of furniture and contents within offices, as requested by SEC personnel, from Monday-Wednesday, following the move. The Contractor shall provide three laborers from 8:30 a.m. ? 5:00 p.m., on the three business days following the move weekend for necessary adjustments and fine tuning. The contractor shall remove all trash and the unpacked cartons resulting from the move and dispose of trash off premises. B) Supply and install all necessary protective material (e.g. ?? masonite for floors and carpeted areas; tile; corner buck; glass and wall protection) and utilize appropriate protection for all marble and granite areas as required by the Landlord and the SEC. The radius of approximately 150? of premises hallways and floors on the premises shall be protected from move-related traffic from each freight elevator and the office suite entrance lobby. The Contractor shall be responsible for any damage to the walls and carpets at both locations. C) Provide a Move Foreman (?Foreman?) to work with the Move Coordinator in the planning, supervision and execution of the move. The Foreman shall: 1) Assure that the move schedule is executed on the target date and times, according to the Move Coordinator instructions. 2) Work with the Move Coordinator in developing and presenting a staging plan to the COTR prior to the move for review, and shall as necessary, implement any recommended changes. 3) On the days and evenings of the move, apprise the Move Coordinator of the actual status of the move in relation to planned status at least every two hours; if the move is proceeding more slowly than planned, the Foreman shall advise the COTR of action being taken to ensure the schedule is met. 4) Be available for consultation with the COTR from the date of purchase order award until the move commencement and again for a period after completion of the move and be on site as requested by the SEC, up to as much as full time, one week in advance of the move date and through the final walk through. 5) Locate and find all previously moved items lost or missing from the inventory of the ?to? destination or reported to be lost by SEC staff and determine the process for identifying lost items. 6) Assure that all items are labeled and properly marked with their destination information and ensure that all items are placed as indicated by the directional signage (e.g., furniture, records, other equipment and each office?s contents), D) Provide one supervisor for on-site supervision, on each floor during each phase of the move, for every 10 laborers. E) Provide post-occupancy issue resolution (including providing one employee for the day after the move from 8:00 a.m. to 5: 00 p.m.) F) Manage employee identification. For security purposes, each employee of the Contractor shall be uniformly attired in the same type and color uniform plainly lettered with the moving company?s name. The Contractor?s Supervisors shall have shirts which are readily identifiable and somewhat different than those of the laborers. G) Provide Damage Management Services. At a minimum, the Contractor shall: 1) Conduct a pre-move walk-through three days prior the move to identify existing damage, if any. The Contractor shall record damage and provide a typed pre-move damage report to the SEC one-day prior to the move. 2) Conduct a post-move walk-through the day following completion of the move to estimate damages to the building, furniture and equipment. This walk-through does not relieve the contractor of damages identified by personnel within 3 business days following the post move and subsequent to this walk-through. Additional damages will be provided to the Contractor within 7 business days after completion of the relocation. The Contractor shall provide a typed copy of the reported damages within 5 days after the move. 3) Repair or replace all equipment, furniture or building damage made during the move. The Contractor shall reconcile all damage or loss caused by its workmen in the execution of the contract. 4) During the seven (7) calendar days following the completion of each relocation phase, make a return visit to reposition, cleanup, and ?fine tune? the area.
