Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS. NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a "market search" to determine potential small-business sources in preparation for a future procurement. The EPA National Center for Environmental Research (NCER) has a requirement for a contractor to provide administrative support associated with the Greater Research Opportunities (GRO) Summer Internship portion of the GRO Undergraduate Fellowship Program for the period of October 1, 2005 through September 30, 2010, Base Year and four one-year Option Periods. The contractor shall provide all necessary labor, materials, services, equipment and facilities in support of the efforts delineated by the performance work statement. Services to be performed include (1) coordinate with the EPA Advisor and potential intern to agree on a final project selection; (2) provide coaching and assistance to each intern in the preparation of a professional resume; (3) monitor interns' progress to ensure successful completion of the summer intern project; (4) retrieve the final report from each intern and perform scientific and technical editing, plus proof-read for grammatical errors; (5) create a Newsletter to share information about the program; and (6) update or collect information about GRO Alumni at the end of the total performance period. Successful performance for this program requires the contractor to possess the following three areas of expertise: (1) experience administering internship programs nation-wide; (2) experience administering an Academic Internship Program; and (3) a scientific/environmental focus for both its organization and its programs. It is anticipated that the resulting contract will be cost-plus-fixed-fee and issued as a performance-based contract. The applicable NAICS code is 611710 with a size standard of $6M.. ANY INTERESTED SMALL-BUSINESS FIRM should submit a capability statement which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or service disabled-veteran-owned concern. Indications of interest by small-business concerns without the required information regarding capability and eligibility will not be considered in a small-business set-aside determination. Non-profit organizations cannot be considered as a small-business concern. The EPA reserves the right to set this action aside for small businesses.
