Description
This combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written so licitation will not be issued. The solicitation number is: W31P4Q-05-T-R012, the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The associated NAICS code is 334515 and small business size standard is 500. This procurement is to provide the following amplifier systems as part of a Phase II in the development of Aviation amplifier systems at Redstone Technical Test Center (RTTC) as part of the spherical procurement to support the ADS-37A upgrade. The contract line item number(s) and items, quantities and units of measure are CLIN 0001AA - for ETM Amplifier System outlined within the description below. A Description of requirements for the items to be acquired is in quantities of 1 each, as follows: A)ETM Model 1000L - 1-2.5 GHz, 1000W; B)ETM Model 1000SC - 2.5-7.5 GHz, 1000W; C)ETM Model 1000IJ - 7.5-18GHz, 1000W;D)Pulsed Universal Magnetron Amplifier. The contractor is required to provide its standard commercial maintenance training on its products. The contractor is required to maintain an inventory of spare parts for a period of two (2) years from delivery date of equipment, which will be available b y overnight shipment. The contractor is required to provide its standard commercial warranty on its equipment. The above systems must be compatible with the UHF-Pulsed amplifier system developed by ETM and must be integrated at RTTC. This requirement is to be delivered to the RASA Central Receiving Building 8022, Redstone, AL 35898. Required delivery is 90 days after contract award as follows:ACCEPTANCE, Destination; FOB POINT, Destination. This item is restricted to ETM Electromatic, Cage Code 8M906, in accordance with the Federal Acquisition Regulation (FAR) subpart 6.302-1 (a) (2) (only one known responsible source/limited number of responsi ble sources, and no other supply of services wil l satisfy the requirement). The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items is applicable, the specific evaluation Criteria to be included in paragraph (a) are as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in this order of importance: Technical Capability, Past Performance and Price. Technical and Past Performances, when combined, are significantly more important than price. The contractor will be responsible for completing the annual representations and certifications for these clauses via the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov.The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Requir e d To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional FAR clauses cited at paragraph (b) in the clause and applicable to this acquisition are: clause (12), (13) (14) (15) and (23).
