Description
The U.S. Army Research Development and Engineering Command (USA RDECOM) Natick Contracting Division (NCD), has a requirement to procure a Scanning Electron Microscope with Energy Dispersive X-Ray Detector. This is a Pre-Solicitation Notice in accord ance with FAR 5.201. It is anticipated that a Solicitation number W911QY-05-R-0008, employing Full and Open Competition, will be issued on or about 19 April 2005. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). The applicable FSC Code is 6650. The applicable NAICS Code is 334516 and the associated size standard is 500 Employees. The Scanning Electron Microscope (SEM) with Energy Dispersive X-ray Spectroscopy (EDS) detector shall be supplied as a turnkey system with the following specifications. SEM: 1) Sha ll be a computer controlled/integrated design; 2) Resolution of 3nm @ 30 KV with Tungsten filament; 3) Magnification range of at least 5x to 250,000x or better; 4) IR chamber camera for viewing samples inside sample chamber; 5) Include sample holder(s) for Cambridge style 1/8 pin sample studs for legacy samples; 6) Large sample chamber design; 7) Computer controlled/motorized 5-axis (X, Y, Z, T, R) Sample stage: a) Travel of: 100mm in X, 100mm in Y, 55mm in Z, 0? to +90? in Tilt, 360? continuous in Rotati on; 8) Digital image acquisition and storage with user selectable/definable resolutions; 9) Minimum Computer Specifications are: a)Windows XP operating system; b) Pentium 4 2.8 GHz processor; c) 512 mb Ram; d) 40 Gb hard drive; e) CD-R (R/W); f) Floppy dr ive; g) 250mb Zip drive; h) 18 LCD monitor; i) Ethernet card; j) Photo quality inkjet type printer; 10) Include all necessary hardware/software for EDS system integration; 11) Provide 1 year warranty, and onsite training for at least 1 operator. EDS Sy stem: 1) EDAX Corp. Genesis EDS system is preferred; 2) Si(Li) type detector with ultra thin window; 3) Detect down to and including Beryllium, detector resolution of at least 135eV; 4) Liquid Nitrogen cooled, with automatic protection against warm-up. A dditional Information: In the up-coming solicitation, offerors will be requested to provide the trade-in value (if any), including all removal costs, for the existing Zeiss CSM 950 SEM which was purchased by the U.S. Army in 1981, and is offered for trade -in on an as-is condition basis. Excluded from trade-in is the Army owned water chiller attached to the SEM. The trade-in SEM is currently operational and has the following salient characteristics: High vacuum turbo molecular pumped SEM; 30 KeV operat ing voltage; Tungsten filament; 5 nm listed resolution (actual resolution ~20nm due to building vibration); E-T type Secondary Electron detector; GW Electronics Type 30a 4 quadrant Backscattered Electron detector; Square D power conditioner; Polaroid Freez e-Frame Video Recorder; Seikosha VP-115 printer. The Government anticipates awarding one Firm Fixed Price (FFP) contract as a result of the upcoming Request for Proposal (RFP), however, the Government reserves the right to award no contract for this initi ative, dependent upon solicitation responses.
