- The U. S. Coast Guard has decided not to set aside this acquisition for HUBZone concerns or for Service-Disabled Veteran-owned Small Business concerns because not enough HUBZone certified business concerns or Service-Disabled Veteran-owned Small Business concerns complied with the requirements of the sources sough synopsis to promote competition. The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock repairs of the USCGC NEAH BAY (WTGB-105), a 140 Foot Ice Breaking Tug. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 08 April 05 with quotes due on or about 06 May 05. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested within TEN (10) days after the issuance of the solicitation. Send all requests via email to lromano@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. The home pier of the vessel is CLEVELAND, OHIO. All work will be performed at the contractor?s facility. The performance period will be FORTY-TWO (42) calendar days with a start date on or about 01 AUGUST 05. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC NEAH BAY (WTGB-105). Provide all labor, material and equipment necessary to perform dry dock repairs including but not limited to the following Base Items: Clean and Inspect Fuel and Oil Tanks, Clean Ballast Tanks and Voids, Clean Sewage and Holding Tanks, Overhaul Shaft Seal, Remove, Inspect and Reinstall Propeller, Preserve Transducer Hull Ring, Overhaul and Renew Valves, Remove, Inspect and Reinstall Rudder Assembly, Preserve Draft Figures, Preserve Freeboard, Preserve Main Mast, Fore Mast, and Stub Mast, Service Life Rafts, Routine Drydocking, Provide Temporary Logistics, Provide Temporary Berthing, Provide Temporary Messing, Remove Boiler Overboard Appendage, Renew Sections of 02 Weather Deck Plating, Renew A/C System Valves, Renew Hot Water Heater, Renew Galley Hot Water Booster Heater, Renew Deck Covering System, Renew Bulkhead and Overhead Insulation and GFP Report in accordance with solicitation. Option items include but are not limited to the following: Welding Repairs, Balance Propeller, Inspect Government-furnished Rudder Assembly, Renew Upper Roller Bearing, Renew Lower Rubber Stave Bearing, Pintle Liner and Bearing Renewal, Preserve Underwater Body, Provide Additional Temporary Logistics, Composite Labor Rate and Laydays. The place of performance for the tug is geographically restricted to the Great Lakes. This procurement is unrestricted; all responsible and interested sources, large or small, may submit a quote, which shall be considered by the Coast Guard.
