Description
Draft Request for Proposals (RFP) Number 0520000A for Trade Repository Analytical Development Environment (TRADE) is hereby released on this website for industry comments. The Commission previously issued an RFI/draft RFQ with the same title on this website on December 22, 2004 (Reference Number ? CFTC-05-GS1). The previous draft RFQ was intended only for Federal Supply Schedule vendors and is hereby replaced and superseded by the current draft RFP. The Commission now contemplates full and open competition for this requirement. The Commission currently operates an Exchange Database System (?EDBS?), which processes and maintains information on all trades executed on U.S. futures exchanges. The EDBS was developed to provide investigators, futures trading specialists, and economists with a mechanism to obtain reports and other relevant information for profiles of traders in each trading pit, trade practice investigations and other kinds of analyses based on trade data received from the exchanges. The Commission wishes to replace EDBS with a new solution to be defined by the Contractor. The draft RFP contains a Statement of Objectives as the basis for a complete, firm fixed price solution to be implemented and operated and maintained by the Contractor over a period of ten years, including options. The Commission has a budgetary ceiling of $4.6 million for implementation of the TRADE solution, not including the price of operations and maintenance during the contract option years. The Commission wishes to obtain the following information from potential sources: (1) whether or not your firm would be interested in submitting a proposal in response to the final RFP; (2) whether or not there is adequate information provided in the draft RFP for a fixed price TRADE solution and, if not, what specific additional information would be needed; (3) whether or not you believe TRADE can be completed within the budgetary ceiling for a firm fixed price; and (4) any other comments or suggestions you may wish to provide. The final RFP is expected to be released in late April, 2005. Please submit comments to the Contracting Officer at ngraham@cftc.gov by April 15, 2005. NOTE: THIS IS NOT A REQUEST FOR PROPOSALS AND NO PROPOSALS OR OTHER MATERIAL SUBMITTED IN RESPONSE TO THIS NOTICE WILL BE CONSIDERED FOR AWARD OF A CONTRACT.
