- PRESOLICITATION SYNOPSIS: This is a Pre-Solicitation Announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in re sponse to this synopsis or any follow-up information requests. The United States Property & Fiscal Office (USPFO) for New Jersey is seeking qualified experienced sources for a Best Value, Construction Indefinite Delivery Indefinite Quantity (IDIQ) Mult iple Award Contract (MATOC) for maintenance, repair construction and optional design-build services in support of the New Jersey National Guard. The awarded contracts will consist of one (1) base year and four (4) one-year option periods. Total potential contract period, to include all options shall not exceed five (5) calendar years. The Solicitation will be unrestricted, however, it is the intent of the Contracting Office to award between 3 to 5 contracts to 8(a) and Small Disabled Veteran Owned (SDVO) business. The applicable North American Industry Classification System (NAICS) codes include: 236-Construction of Buildings and 237-Heavy and Civil Engineering Construction. The SIC Code is 1542, and the Small Business size standard is $28.5 million ann ual receipts for the past three (3) year period. Delivery Orders shall range in price from $2,000.00 to $3,000,000.00. The total of individual task orders placed against any one individual (MATOC) contract shall not exceed $15,000,000.00 to any one contr actor. The selection process will be conducted in accordance with FAR 15.3. Significant evaluation criteria for the basic contract are: 1) Past Performance, 2) Technical and 3) Price Evaluation.
