Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a "market search" to determine potential Small Disadvantaged Veteran Owned Business (SDVOB) sources in preparation for a future procurement. The EPA Office of Water, Water Quality Standards Branch, Office of Science and Technology has a requirement for a contractor to provide Compilation and review of policy and practices of existing statutory, regulatory and agency guidance on specific water quality standards topics. The contractor will facilitate policy discussions and development of briefings for agency personnel, task forces and public meetings on the results of analyses, methodologies, draft policies, and assessments developed by the contractor under this contract. The contractor will provide the source information necessary to assist the Agency in preparing reports, analyses and summaries utilized in determining water quality standards program priorities and program implementation. The Contractor shall provide support for planning workshops, conferences, training and Logistical Support as a means of Public Outreach. The contractor shall conduct technical, analytical and/or economic reviews and provide comments on data and studies developed by the Office of Water. The successful contractor shall provide all necessary labor, materials and services in support of the efforts delineated by the statement of work (SOW). Services to be performed include It is anticipated that the contract will be a PBSC , CPFF starting in April 2006 with four additional Optional Periods. It is anticipated that 3,450 hours including quantity options will be needed in the Base Period. Each additional Option Period Level of Effort including Quanity Options will be 3,450 total hours per Option Period. The applicable NAICS code is 541611 with a size standard of $6,000,000. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm's ability to perform the the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small veteran owned disadvantaged businesses.
