- Subject to final approval, Financial Crime Enforcement Network, (FinCEN), through the Department of Treasury, Bureau of the Public Debt, intends to issue on a sole-source basis, a simplified acquisition, for T1 service lines to Netifice Communications Inc., 4605 Brookfield Corp. Dr. 2nd Floor, Chantilly, VA 20151. FinCEN has been using the Netifice (formerly Epoch) Internet Service Provider T1 line for 6 years. FinCEN needs to triple the speed of the Netifice T1 line to provide more bandwidth for the new BSA Direct Project. The Secure Outreach Project and BSA Direct project are on extremely critical schedules. Changing Internet Service Providers would mean that FinCEN could no longer use the Netifice TCP/IP numbers that currently 2,000 Federal, State, and Local Law Enforcement Agents are using since Netifice is the only source of those unique numbers. Changing the Internet Service Provider would be extremely disruptive to both projects. The address range must remain 209.101.132.0 through 209.101.132.31. The addresses within this block are non-portable. FinCEN cannot have loss of service due to the switching of an ISP. No solicitation document is available. Public Debt will consider all affirmative responses received no later than 2:00 p.m., EDT on April 6, 2005. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the required item or functional equivalent at terms more advantageous to the Government. Request for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that is more advantageous to the Government, we will make a sole-source award to Netifice Communications Inc.
