Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, on behalf of USMC and USSOCOM desire the acquisition and qualification of a non-developmental 40mm Cartridge to fire from their M203s, M79 and EGLM Launchers. The United States Special Operations Command (USSOCOM) intends to apply for approval of a Foreign Comparative Test (FCT) project (www.acq.osd.mil/sts/fct). Two different cartridges are desired: a 40mm Infrared (IR) Luminescent Parachute Flare and a 40mm Visual Parachute Flare are desired. ! Both cartridges shall provide a reliable design that can be produced in large quantities while maintaining a high degree of quality. Infrared Parachute Flare: The IR parachute flare must function and fire from the M79 and M203 grenade launchers, deploy to an altitude of at least 500 feet, burn for at least 30 seconds and operate in temperatures ranging from -5F to 122F. The IR parachute illumination flare shall be capable of being temporarily stored at temperatures ranging from a -20F to 165F without a loss of desired performance characteristics. The IR flare should have a delay time of at least 2 seconds and emit IR light in the 0.6-0.9 um spectrum. COTS/NDI items must conform to the performance requirements of MIL-STD 331, MIL-STD-810, MIL-STD-2105, NAVSEAINST 8020.5/8020.8. Delivery in a M2A1 Can is required. The contractor must have obtained A UN POP certificate for this product. Visual Parachute Flare: The visual parachute flare must function and fire from the M! 79 and M203 grenade launchers, deploy to an altitude of at least 500 feet, burn for at least 30 seconds and operate in temperatures ranging from -5F to 122F. The visual parachute flare shall be capable of being temporarily stored at temperatures ranging from a -20F to 165F without a loss of desired performance characteristics. The visual flare should have a delay time of at least 2 seconds and emit light in the visible spectrum with an intensity of at least 90,000 candelas. COTS/NDI items must conform to the performance requirements of MIL-STD 331, MIL-STD-810, MIL-STD-2105, NAVSEAINST 8020.5/8020.8. Delivery in a M2A1 Can is required. The contractor must have obtained A UN POP certificate for this product. Responses must include a product description with performance parameters and a statement regarding current availability, reference customers (to confirm COTS/NDI status of the product), product production history (volume), summary of prior testing, test reports, summ! ary of logistic and maintenance requirements and an estimated cost for the price of test articles and production units. This synopsis does not constitute an Invitation for Bid or Request for Proposals, and is not to be construed as a commitment by the government to issue an order or otherwise pay for the information solicited.
