- The Office of Surface Mining (OSM) intends to issue a solicitation for proposals to provide a Coal Fee Collection Management System (CFCMS) to replace the agency's three programmatic accounts receivable and fee management systems. The system/solution will be used to support distinct aspects of OSM's statutory fee compliance and civil penalty enforcement programs. The system/solution provides for the collection of coal fees and data collection, storage, and distribution efforts from manual and automated sources. The current systems utilize outdated programming languages that are not widely supported. This system/solution consists of design, development, testing, integration, deployment, and support of the new system. The estimated dollar range is: $1.5 to $2.2 million. The RFP will be issued on or about April 15, 2005, with an anticipated July 30, 2005 award date. The North American Industry Classification System code is 541511. The Request for Proposal number is RFP526026. Responses will be due approximately 30 days following the date of posting unless extended. All vendors shall be registered in the Central Contractor Registration (CCR). See FAR Clause 52.204-08.
