- Description
- This is a synopsis for a noncommercial program entitled MonoTiltrotor (MTR) Studies. The primary purpose of the program is to further refinement of subsystem design and modeling and analysis of the MTR through the use of sub-scale platforms. The MT R is a novel air platform with unique subsystems. A more detailed refinement and understanding of this air platform is needed to substantiate the initial performance estimates purported by Baldwin Technology Company, LLC and determine the applicability of the MTR to mission requirement. AATD anticipates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Baldwin Technology Company, LLC, who is deemed to be the only responsible source uniquely capable of meeting this requirement. The ma ximum value of the contract will be $5 million. The contract minimum value of $850,000 will be met with award of the first task order issued as a firm-fixed-price order. The funding for this requirement is Congressionally directed to investigate MTR. Ac cordingly, this acquisition will be procured in accordance with 10 U.S.C. 2304 (c)(l) and FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements as market research has identified only Baldwin Technology Company, LLC as having developed and patented a concept for this nontraditional VTOL air platform. Alpha contract negotiations, appropriate for sole source requirements, will be limited to Baldwin Technology Company, LLC. The contract terms and requirem ents will be developed jointly between the Government and Baldwin Technology Company, LLC, consistent with alpha contracting procedures in accordance with the Federal Acquisition Regulations (FAR). The MTR is envisioned as a large scale air platform with a tilting coaxial rotor system and a unique payload handling system which consists of two support struts which secure the load beneath the rotating rotor/propeller. The aircraft is expected to operate as a Hovering Helicopter to lift and drop its load, an d as a fixed wing aircraft in transport mode. It gains its proposed efficiency by tilting its coaxial rotor forward into a fixed wing propeller configuration. The MTR flies like a fixed wing airplane by aerodynamically deploying the FreeWing flight struc ture. This structure acts as a set of wings and tail in forward flight. Baldwin Technology Company, LLC is the original designer and developer of the MTR, and is deemed the only firm holding the US patent for the MTR. The overall period of performance f or the IDIQ contract is sixty (60) months. The applicable North American Industrial Classification System (NIACS) code is 541710 and the size standard is 1,500. While the Government does not anticipate competition, any responsible source may submit a pro posal that shall be considered.
