- THE U.S. DEPARTMENT OF ENERGY'S NATIONAL ENERGY TECHNOLOGY LABORATORY (NETL) in Morgantown, WV, is publishing this synopsis/non-competitive solicitation with Rice University, in accordance with FAR 5.203 (publicizing contract actions) and FAR 13.105. (simplified acquisitions) and FAR 12.603 (solicitation for commercial item) for the purchase of analytical services to: 1) Derive the theoretical relationships between oil and gas prices; and 2) Estimate, from publicly available data, the empirical size of those relationships, The time period to be the focus of this analysis is 1981 to the present. Rice University, through the Baker Institute for Public Policy, has built world-class expertise in modeling global hydrocarbon markets, most recently with the World Gas Model. The models available at Rice University provide unique economic analysis capabilities, including analysis of non-linear relationships between energy inputs, which are essential to achieving NETL objectives for this analysis. No other organization is known to have the required experience and tools to perform this service. Attachment A: Complete Statement of Work Attachment B: Pertinent clauses that apply to all offerors submitting a price quotation. Attachment C: Fax cover sheet for all quotations, information requested on this form must be submitted by all offerors. THIS FORM MUST BE INCLUDED WITH YOUR BID WHETHER SUBMITTED VIA FAX, EMAIL, OR US POSTAL MAIL. This contract shall be for the period of nine (9) months beginning on the date of the award.
