Description
The Government is canceling request for quotation (RFQ) EXBX7900-5-21833 for the Department of the Commerce/Bureau of Industry and Security List Serve Management. It is the Government's intent to re-announce this requirement April 1, 2005. Offerors who previously expressed interest in the RFQ will be notified upon its release. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) has a requirement to procure a List Management Services. This acquisition is being issue in accordance with the Federal Acquisition Regulations (FAR) Subpart 13 as supplemented 52.213-1 and 52.204-7. The associated NAICS code is 334611 with the size standard with $6.0 million dollars Statement of Work List Management Services for Bureau of Industry & Security (BIS) I. Introduction: The information that follows provides a description of the tasks and activities that must be performed by the contractor selected to provide Internet Email List Management application services (List Management Services) to the Bureau of Industry and Security (BIS), U.S. Department of Commerce. II. Description: The contractor shall provide List Management Services with the following: A. Subscriptions: Individual subscriptions will be initiated by going to a Web page/Web form, preferably located on the BIS Web site. Once the subscriber signs on to the list: a. The database shall containing the entire list will automatically be updated without requiring any manual processing by BIS personnel; b. The subscribers will be required to provide the following information when joining the list; 1. email address 2. geographic location (state designation or country if outside the USA) 3. telephone, area code only 4. the types of information they wish to receive (e.g., seminars and regulations, updates to various sections of the BIS Web site) 5. whether the email address they are providing is a business or personal address c. The subscriber will be automatically sent an email response that verifies the information they have submitted and provides detailed information about how to unsubscribe. B: List of Capabilities: The list owner (BIS) will be able to: 1. Select categories of users (e.g., by area of interest or location) from the list?s databases and send an email to them. 2. Easily compose and send email to the entire list or to subsets of the (the process for composing and sending email messages must be user-friendly to BIS personnel and should allow BIS to globally send one message to all selected subscribers). 3. Assign ?rights? to any designated BIS employees so that more than one individual may send messages to list members or subsets thereof. C. Database: 1. The database will reside on the servers of the contractor who will host and be responsible for the overall administration of the database. 2. Designated BIS personnel will be provided access to the data when requested by the BIS point of contact. 3. The contractor providing the List Management Services shall ensure that any email address and its associated record shall be automatically deleted from the database if two successive ?bounce back? email responses are received from it. 4. The contractor shall be responsible for migrating two lists containing approximately 3,000 total current subscribers to the new database. One list is in Access format, the other is in WordPerfect. D. Other Requirements, Provisions and Information: 1. Web Form: The contractor will create a WEB page/form that allows users to subscribe to the list. The page/form will be in a format consistent with the current BIS Web site (www.bis.doc.gov). When a user submits a request to subscribe the associated information will be added to the list?s database. BIS requires the Web form to reside on the BIS server so the URL of the page will display within the BIS domain name. 2. List Ownership: BIS will own the list. The contractor shall safeguard all information about the subscribers to ensure it is not shared with unauthorized users or sold to other entities. Release of any information about the list?s subscribers will only be made upon the receipt of written authorization from appropriate BIS officials. 3. Accessibility: The List shall be fully accessible to individuals with disabilities (e.g., the List will be compliant with Section 508 requirements) allowing them to subscribe, unsubscribe and receive and read email. 4. List Usage: It is anticipated that there will be at least three broadcast email messages sent each month to the list or subset thereof. 5. Number of Subscribers: Since this list will be available to any individual who has access to the Web and who wishes to join, the number of subscribers is unknown. We current have approximately 5,000 subscribers to our List. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) has a requirement to procure a (EXCGW01) Export Reference Guide. This acquisition is being issued in accordance with the Federal Acquisition Regulations (FAR) Subpart 13 as supplemented 52.213-1 and 52.204-7. The associated NAICS code is 334611. List Management Services Evaluation Criteria Proposals will be evaluated based on a thirteen point scoring system. The evaluating areas reflect the requirements in the Statement of Work. Scoring: For each evaluating factor, vendors will be given either a score of zero or one. Zero means that the vendor failed to meet that specific requirement. User-friendly interface; 3. Access to Multiple BIS users; DATABASE: 1. Reside on Contractor?s Servers; 2. Access to BIS; 3. Automatic Deletion of ?Bounce Backs?; 4. List Migration; OTHER REQUIREMENTS: 1. Web Form Resides on BIS servers; 2. List Ownership; 3.
