- The Fleet Industrial and Supply Center, Puget Sound Naval Shipyard, Bremerton, Washington, intends to solicit and award a Firm-Fixed Price supply contract for Epoxy Coating Kit systems. This is a synopsis for commercial items prepared in accordance with the format in FAR Part 12 and 13.5, supplemented with additional information included in this notice. The announcement number is N00406-05-T-0960. The North American Industry Classification System (NAICS) code for this acquisition is 325510 with a small business standard size of 500 employees. Please identify your business size in your response based upon this standard. This is an unrestricted solicitation. Epoxy Coating Kits will be delivered at Puget Sound Naval Shipyard, Bremerton, Washington, FOB Destination, two weeks after contract award. 1. Description of Requirement: Epoxy Coating Kit: MIL-PRF-23236(SH), Material . A. 208 Kits; Epoxy Coating Kit System; Gray Base & Hardener; 98%, +/-2% Ultra High Solids; Ameron 333 or equal; Two part kit; Kit size: Part A: 4 Gallon; Part B: 1 Gallon; Unit of Issue- 5 gallon kit; Mix Ratio: Base-4 to 1 Hardener; MSDS 6983B1 & B2; QPL-23236-7; Product must be approved for use under NAVSEA QPL-23236 (11/01), Minimum pot life of 2 hours, B. 208 Kits; Epoxy Coating Kit System; Buff Base & Hardener; 98%, +/-2% Ultra High Solids; Ameron 333 or equal; Two part Kit; Kit size: Part A: 4 Gallon; Part B: 1 Gallon; Unit of Issue ? 5 gallon kit; Mix Ration: Base: 4 to 1 Hardener; MSDS 6983B1 & B2; Product must be approved for use under NAVSEA QPL-23236 (11/01); Minimum pot life of 2 hours. C. 208 Kits; Epoxy Coating Kit System, Pastel Green Base & Hardener; 98%, +/-2% Ultra High Solids, Ameron 333 or equal; Two part Kit; Kit size: Part A: 4 Gallon; Part B: 1 Gallon; Unit of Issue ? 5 gallon kit; Mix Ratio: Base: 4 to 1 Hardener; MSDS 6983B1 & B2; Product must be approved for use under NAVSEA QPL-23236 (11/02); Minimum pot life of 2 hours. 2. Government Requirements at time of award: a. At the time of award, products must be under the Qualifications Product Certification #QPL-23236-73, 16 Nov 2001 superseding QPL-23236-72, 20 Jun 2000 for MIL-PRF-23236(SH), per FAR 52.209-1 or they will not be considered. Copies of MIL/FED specs, QPL, may be obtained from the ASSIST database on the Internet at http://assist.daps.mil . b. The prospective contractor is also required to provide certified copy of Material Label Evaluation (MLE) and VOC certification, Material Safety Data Sheet, Product Information, and Attributes and Acceptance Criteria sheets. c. Materials A, B, and C must be from the same manufacturer to meet the Government requirements. Materials A through C must meet shelf life through 4Q06. All responsible sources that meet criteria above may submit a bid, proposal, or quotation which shall be considered by FISCPS. At this time, the electronic solicitation is not ready for download. This RFQ and any subsequent amendments will be posted to the NECO website: http://www.neco.navy.mil Electronic submission of quotes is available through the NECO website. Vendors must be approved and registered in Central Contractor Registration (www.ccr.gov) before award can be made. Responses are due by 7 Apr 2005 at 4:00 P.M. PST.
