Description
It is the intent of the U.S. Army Space and Missile Defense Command to negotiate on a sole source basis with Lockheed Martin Space Systems Company (LMSSC), P.O. Box 3504, Sunnyvale, California 94088-3504 for development of Block 08 Enhancement Capab ility Development for the Terminal High Altitude Area Defense (THAAD) System. This Block 08 development effort is the next step in the evolutionary Block Capability approach for the THAAD system. THAAD is an Element of the Missile Defense Agency (MDA) Bal listic Missile Defense System (BMDS) which provides terminal defense against ballistic missiles. It provides broad coverage against threats to military forces and to critical and strategic assets, such as population centers and industrial resources. This proposed acquisition is for the Block 08 Enhancement Capability Development effort which places significant emphasis on adding new capabilities that are compatible with the existing THAAD element today. The added capabilities include remote operation of THAAD launchers beyond Line-of-Sight, launching THAAD missiles based on information from non THAAD sensors, reporting of non-threatening ballistic missiles to the BMDS, and compliance with hardware and software development requirements of the Department of Defense (DoD) Information Technology Standards Registry (DISR). The proposed acquisition is directed to LMSSC pursuant to the authority of FAR 6.302-1(a)(2)(ii) and (b)(2)(ii), Only one responsible source and no other supplies or services will satisfy ag ency requirements. LMSSC has been the prime contractor on two previous THAAD System developmental efforts under Contract DASG60-92-C-0101 ($1.4B+) and DASG60-00-C-0072 ($4B+). Contract DASG60-00-C-0072 will continue through FY 09, and the work under this proposed Block 08 Development contract must be completely compatible and fully integrated with the work under that contract. Only LMSSC is capable of performing this Block 08 Development work and successfully integrating it with prior and on-going develo pment work on the THAAD System. A CPAF contract for a 42-month period of performance is anticipated for this Block 08 Development effort. The proposed contract will encourage competitive subcontracting and subcontracting with Small Business, Small Disadv antaged Businesses, Women-Owned Small Businesses, Veteran-Owned Small Businesses including Service-Disabled Veteran-Owned Small Businesses and Historically Underutilized Business Zone firms.
