Description
This announcement is to determine the availability of design-build construction firms for a proposed project at the Rocky Mountain Laboratories campus operated by the National Institutes of Health, National Institute of Allergies and Infectious Diseases in Hamilton, Montana. Acquisition is being managed by the Division of Engineering Services, IHS, under an intra-agency agreement with NIH. ---- Responses to this announcement will be considered in determining whether to proceed under a two-phase design-build acquisition process and, if so, whether competition will be limited under one of the small business set-aside programs. This is not an offer to contract nor is it a Phase One solicitation for qualification statements. This announcement does not create any obligation whatsoever on the part of the Government. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted in response to this announcement. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Government?s evaluation of the information received. ---- Under the design-build acquisition process, a separate Phase One Request for Qualifications will be used to select up to five firms based on qualifications only. The short listed firms will be requested to submit fully developed technical and price proposals in response to a Phase Two Request for Proposals. The Government will not allow any stipend for preparation of proposals. Offerors can be a partnership, corporation, association, or other legal entity which will have contractual responsibility for the project. A proposed joint venture must provide profiles for all firms in the joint venture for consideration. --- Project Scope: The proposed project is a new office building of approximately 27,000 gross square feet to house laboratory, support services and administrative functions. The building footprint limitation will probably require a three story structure to provide the required space. The building exterior must be architecturally compatible with other campus structures. The work will include demolition of several existing buildings, including the existing building on the proposed construction site, and design and construction of the new facility based on a schematic level description of requirements. The demolition will involve hazardous material disposal. The budget for demolition, design and construction is between $5,000,000 and $10,000,000. Occupancy is planned for mid 2007. ---- Please send responses to Dale Burson at dale.burson@des.ihs.gov by April 30, 2005.
