Description
It is the intent of the FDA?s Center for Devices and Radiological Health (CDRH) to award a contract on a sole-source basis pursuant to FAR 6.302-1 and 41 U.S.C. 253(c)(1) to the National Council on Radiation Protection and Measurements (NCRP). CDRH intends to contract with NCRP to assist in conducting an international workshop. This workshop will address research needs and gaps in knowledge of biological effect and adverse health outcomes of exposure to radio frequency energy such as those emitted from wireless communication devices. In order to avoid unnecessary duplication and in recognition of the international nature of the scientific community and of the wireless industry, the workshop will consider the scientific literature and ongoing research from an international perspective. NCRP will work with CDRH staff to perform the following: 1) establish an organizing committee consisting of technical experts from government, industry and academia, 2) contact workshop speakers, develop a Program Book, and prepare all administrative correspondence for the workshop, including travel arrangements and reimbursement, 3) arrange hotel accommodations for the speakers, 4) arrange for a conference facility and support staff at the registration desk, 5) collect papers from the workshop participants and prepare brief proceedings of the workshop, and 6) Provide CDRH with a report on current gaps in knowledge and types of research needed to address those gaps based on recommendations from workshop participants. CDRH has a CRADA agreement with CTIA, and the proposed work represents the third component of the CRADA agreement. The FDA is unaware of any other institution of similar scientific stature being able to meet the requirements of the work described above. NCRP publishes scientific reports on a regular basis and has a history of publishing reports in the area of radiofrequency bioeffects. The NCRP was chartered by Congress in 1964 and has significant unique experience with public meetings, conferences and published reports concerning various aspects of radiation protection. The Government intends to solicit and negotiate with NCRP as the only source under the authority of FAR 6.302. This is not a Request for Quotations (RFQ). Sources interested in this requirement must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received at karen.gamble@fda.gov within fifteen (15) calendar days from the publication date of this notice. Proposals must include pricing information. All responses received in a timely manner will be considered by the Government. See Numbered Note 22.
