MODIFICATION TO DESCRIPTION: THE PURPOSE OF THIS MODIFICATION IS TO ADD A TOTAL ESTIMATED VALUE RANGE OF $50-$75 MILLION OVER THE FIVE (5) YEAR BPA PERIOD. The Domestic Nuclear Detection Office (DNDO), within the Department of Homeland Security, is seeking potential sources to perform engineering services in support of various program activities involving the deployment and improvement of a global architecture to detect and report attempts to import, assemble, or transport a nuclear explosive device, fissile material or radiological material intended for illicit use. The Government intends to issue a blanket purchase agreement (BPA) under a General Services Administration (GSA) Schedule. The BPA will identify all potential services that may be required during the performance period. Subsequent tasks will be issued for work to support specific DNDO needs. The purpose of this market survey is to identify the best-qualified businesses, holding GSA Federal Supply Schedules (FSS), who are capable of performing this effort. DHS/OPO will use the information gathered from this market survey to develop our source list. The Government encourages teaming arrangements that will provide the best value solution. The work will be performed under the SIN identified below: Schedule 871 - Professional Engineering Services Schedule 871 covers Professional Engineering Services for a wide range of work areas and engineering disciplines. 871 1 Strategic Planning for Technology Programs/Activities 871 2 Concept Development and Requirements Analysis 871 3 System Design, Engineering and Integration 871 4 Test and Evaluation 871 5 Integrated Logistics Support 871 6 Acquisition and Life Cycle Management Various specialties within the Schedule 871 engineering disciplines are of particular interest to DNDO in the forthcoming BPA: 1. Mechanical Engineering: Design Engineering Dynamic Systems and Control Electrical and Electronic Packaging Information Storage and Processing Systems Manufacturing Engineering (prototypes) Materials Handling Engineering Non-destructive Evaluation Engineering Nuclear Engineering Rail Transportation Safety Engineering and Risk Analysis 2. Electrical Engineering: Circuits and Systems Communications Components Packaging and Manufacturing Technology Computer (Programming and Database Management) Control Systems Dielectrics and Electrical Insulation Electromagnetic Compatibility Instrumentation and Measurement Power Engineering Reliability Solid-State Circuits Vehicular Technology 3. Civil Engineering: Transportation Engineering To further refine our GSA FSS source list for efficiency purposes, this market survey request also requests that interested GSA FSS vendors provide capability statements. Interested vendors can electronically submit no more than a 5-page capability statement package (MS Word document). The page limitation does not include the cover letter. Vendors are requested to provide the following information in their capability statements: A. An overview of your company?s management structure. B. A summary of corporate knowledge, skills and abilities to provide engineering services related to definition and interpretation of high-level engineering performance requirements for efforts involving nuclear engineering, radiation protection, transportation and shipping, or critical infrastructure protection as per the Statement of Objectives. C. A summary of corporate knowledge, skills and abilities to execute planning, concept development, system design, engineering and integration, testing and evaluation and integrated logistics support for efforts involving nuclear engineering, radiation protection, transportation and shipping, or critical infrastructure protection as per the Statement of Objectives. D. A list of three systems engineering efforts that a business unit in your company performed within the last five years. E. Describe your company?s general capabilities in the following areas: 1. Mechanical Engineering, from concept initialization to final testing. 2. Electrical Engineering, including design and implementation of circuitry and control systems, computer programming, communications and power engineering. 3. Civil Engineering, particularly in the analysis of commercial and private traffic flow. F. Based on the SIN identified above, please state whether or not your company is small or large. If you are a small business, please also indicate if you are an 8(a) or a HUBZone business. G. State whether or not your company has a GSA Schedule, and if so, provide the contract number within the Schedule 871 SIN. Questions covering this requirement shall be electronically sent to Howard.Reichel@dhs.gov and Larna.Palmer@dhs.gov Responses are due no later than seven (7) days after this announcement is posted. This request does not constitute a request for quotation or proposal. The Government does not intend to make an award on the basis of this request or to otherwise pay for the information. Furthermore, it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. STATEMENT OF OBJECTIVES A. BACKGROUND The Domestic Nuclear Detection Office (DNDO), within DHS, will develop, acquire and support the deployment and improvement of a global architecture to detect and report attempts to import, assemble, or transport a nuclear explosive device, fissile material or radiological material intended for illicit use. Because no single agency has the resources to carry out this initiative, the DNDO is located within DHS, and is jointly staffed with representatives from DHS, the Department of Energy (DOE), the Department of Defense (DoD), and the Federal Bureau of Investigation (FBI), with coordination between the Department of Justice (DOJ), the Department of State (DOS), the Intelligence Community (IC), and other departments as needed. This professional engineering services contract will ensure effective, focused, coordinated systems engineering is provided for efforts conducted within DNDO. The estimated duration of the contract will be five years. B. SCOPE The scope of the BPA requires that Systems Engineering support be provided to the following offices within DNDO: the Office of Systems Engineering and Planning, the Office of Systems Development and Acquisition, the Office of Assessments, Office of Transformational Research and Development and the Office of Operations. The contractor shall assist DNDO in developing, describing, fielding, and implementing systems engineering and management processes for DNDO functions and deliverable systems. The Systems Engineering contractor, referred to herein as the contractor, will also interact with National Laboratories, Science Engineering Technical and Administrative (SETA) contractors, Hardware and Software System Providers (vendors), and our user community (to include, Customs and Border Protection, the Transportation Security Administration, the United States Coast Guard, the Department of Transportation, and Federal, State and Local Operating Agencies). The contractor will also provide systems engineering support with regard to the plan and execution of tests at the two DNDO test-beds (the Radiological and Nuclear Countermeasures Test and Evaluation Complex (RNCTEC) and the operational Countermeasures Test Bed (CMTB)). The scope of this effort includes all necessary planning, management and execution of required systems engineering tasks including: ? Strategic Planning for Technology Programs and Activities ? Concept Development and Requirements Analysis ? System Design, Engineering and Integration ? Test and Evaluation ? Integrated Logistics Support (ILS) ? Acquisition and Lifecycle Management: ? Staff and Resource Management Only U.S. citizens shall be employed on the BPA. As a minimum, key personnel to be provided will include: Systems Engineering Program Manager, Business Manager, Chief Systems Engineer, Chief Nuclear Scientist, Test and Evaluation Manager, and an Integrated Logistics Support Manager. Facilities: The contractor shall permanently locate 75% of the systems engineering team within 5 miles of the Washington Metropolitan Area Transit Authority?s McPherson Square Metro Station (1400 I St NW, Washington, DC). The DNDO, being a relatively new organization, may relocate within the DC Metro Area within the next 1-5 years. Security and Classified Material: Execution of this contract requires that all staff members have or can obtain DOD Secret clearances or DOE Q Clearances. The contractor shall obtain and maintain a classified facility with associated storage and information technology capabilities. C. RESTRICTIONS The following entities are restricted from providing quotations 1. DHS Strategic Partner Laboratories 1) Lawrence Livermore National Laboratory 2) Los Alamos National Laboratory 3) Oak Ridge National Laboratory 4) Pacific Northwest National Laboratory 5) Sandia National Laboratory 6) Brookhaven National Laboratory 7) Argonne National Laboratory 8) Idaho National Environmental and Engineering Laboratory 9) Remote Sensing Laboratory The DHS Strategic Partner Laboratories listed above are prohibited because of their direct participation in DHS programs through the Office of Research and Development. These DHS strategic partner laboratories are not permitted to propose as the lead or prime contractor under the solicitation. To a limited extent, individual subject matter experts may be included on any team. Laboratories other than those identified as DHS strategic partners may participate directly in this solicitation, similar to any other Federally Funded Research & Development Center (FFRDC), subject to any restrictions imposed by the policies of the individual laboratory. 2. Offerors who are currently under contract to DHS S&T to develop or deliver radiation detector and associated equipment or who perform SETA type work for that office are not eligible to respond to the solicitation. 3. Material Exclusion: The eventual DNDO Systems Engineering Contractor selected from any future solicitation shall not be eligible to compete during the term of the contract for any other solicitations within DNDO. The DNDO System Engineering Contractor selected from this solicitation shall not provide radiation detector and associated equipment under this contract other than the models or prototypes described in the System Design, Engineering and Integration (SIN 871 3) section above.
