- ** THE POINT OF CONTACT FAX NUMBER ON THE ORIGINAL COMBINED SYNOPSIS/SOLICITATION IS INCORRECT. THE FAX NUMBER FOR PAUL CAMPBELL IS (301) 342-1531. ** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00421-05-R-0087 is issued as a request for proposal (RFP). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 2001-28, Defense Acquisition Circular 91-13, and DFARS Change Notice 20050222. This action is not set aside for small businesses. This requirement is being synopsized as a full and open competitive acquisition under the North American Industry Classification System code 326113 and the small business size standard is 500 employees. The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement to procure 500 sheets (69,765 lbs) of extruded virgin general purpose ABS (acrylonitrile-butadiene-styrene) plastic. The sheet quantity and size will be 500 sheets of L101 inches x W228 inches x gage 0.156 inches. The tolerance of measurements shall be + or - .25 inches for length and width, and + or – 3% for gage. Color of the sheets will be 100% olive drab green thru the thickness. The National Pantone # is 05753C. The Government will accept anything in that general shade of color. The texture will be haircell on one side and smooth on the other. The quotation shall include Free On Board (f.o.b) Destination shipping terms. Vendor is required to submit a manufacturer material certificate with delivery. Deliveries shall occur no later than 45 days after receipt of order. Delivery will be to: U.S. Navy Recreation Center, Building 86, Solomons, MD 20688. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. A firm fixed price contract is anticipated. The clause at 52.212-1, Instructions to Offerors-Commercial Items, (Jan 2005) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. The Government will award in accordance with FAR part 13 on a lowest priced – technically acceptable basis. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. The clause at 52.204-8 requires that each offeror complete the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://www.bpn.gov. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications – Commercial Items (May 2004) with its quote including DFARS 252.212-7000 Offeror Representations and Certification – Commercial Items (NOV 1995) if applicable. FAR 52.212-4 Contract Terms and Conditions –Commercial Items (Oct 2003) is incorporated by reference and applies to this acquisition.
