- BROAD AGENCY ANNOUNCEMENT (BAA) RESEARCH AND DEVELOPMENT FOR DEFENSE LOGISTICS INFORMATION RESEARCH PROGRAM (DLIR) MARCH 18, 2005 This combined Synopsis/BAA is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Contract Considerations: 1. The NSWC Crane conducts Research and Development (R&D) directed to the support of the Defense Logistics Agency (DLA) and the Defense Logistics Information Service (DLIS). We are seeking sources to participate in the formulation of a Research and Development Technologies Solutions Counsel. This counsel will identify potential or existing technologies that could have benefits to current DLIS systems and business processes. Participants may attend biannual informational exchanges, which will focus on advancing the state-of-the-art technologies and increasing knowledge and understanding rather than focusing on specific systems or hardware solutions.
