Description
Naval Air Warfare Center Weapons Division, China Lake, CA intends to negotiate and award on an other-than-competitive basis a fixed price contract with Conax Florida Corporation, Saint Petersburg, FL, for Universal Water Activated Release System (UWARS) PN/CN 1814-017-01. UWARS are a critical component to the E-2C Parachute Survival Ensemble (PSE) developed under the NAWCWD China Lake Thin-Pack Project Office. The PSE is an improved parachute/survival system for E-2C aircrew members. The components when ordered will be provided as GFM by the Navy to Simula, Inc. located in Phoenix, AZ who is the sole source manufacturer of the E-2C PSE and its subassemblies. First components are needed to meet a Feb 2006 production schedule. This contract will be for 60 ea FY05 UWARS units (57 ea deliverable units after destructive testing), 60 ea FY06 Optional Quantities UWARS units (57 ea deliverable units), and 100 ea and 50 ea FY07 Optional Quantities UWARS units (97 ea delive! rable units and 47 ea deliverable units after destructive testing). FOB Destination. Solicitation will include an applicable drawing. Conax developed and retains proprietary rights to the UWARS and its components. The solicitation will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://vsearch2.eps.gov/servlet/SearchServlet on or about 10 Mar 2005. Responses to this intent to solicit, other than from the source listed, will be required to submit information in writing to verify their prior experience in manufacturing oxygen bottles that meet stringent tolerances.
