Description
The U.S. Army Corps of Engineers, Kansas City District intends to issue a full and open solicitation on or about April 15, 2005 for the Tuttle Creek Lake Spillway Repairs Project. The project includes the following major work items: 1) media blastin g and painting of tainter gates and associated mechanical appurtenances; 2) removal and replacement of 36 trunnion bearings (11-inch outside diameter x 16 inches long) and mating 9 diameter pins and 3) structural modification of existing tainter gates. T hese work items shall be accomplished on each of the 18 tainter gates on Tuttle Creek Lake, located in Manhattan, Kansas. To accomplish this work, the government requires the services of a general contractor with expertise in the following areas: 1) disass embly/reassembly of heavy machinery components; 2) operation of heavy cranes (portable type) and rigging; 3) precision machining of large bearings and cast steel material; 4) fabrication of steel components by machining and welding; 5) removal of paint con taining lead, media blasting and application of paint per Corps of Engineers specifications by certified painters (certified to SSPC-QP 1); 6) structural repair of the tainter gates by a contractor who is AISC certified for Simple Steel Bridges with the Fr acture Critical Endorsement. Each of the 18 tainter gates will require extensive welding of older structural steel materials (ASTM A373 mild steel, QQ-S-681b cast steel) that was fabricated in the 1960s. The welding shall conform to applicable AWS D1.1 and D1.5 criteria. The weld soundness will be verified by nondestructive testing (NDT). NDT shall consist of visual, magnetic, ultrasonic and radiographic testing. All weld inspection will be accomplished by an AWS certified weld inspector. PROPOSALS WILL BE EVALUATED USING TECHNICALLY ACCEPTABLE LOW PRICE AWARD. A request for proposal outlining specific requirements will be issued on or about April 15, 2005. REGISTRATION FOR SOLICITATION: You are required to register on our website at http://nwk-ebs.nwk.usace.army.mil/ebs/advertisedsolicitations.asp in order to receive the solicitation (RFP). This solicitation will be issued on CD. Offerors must register to receive the solicitation. The NAICS code for this project is 237990, the SI C code is 1629, and the FSC code is Z211. THIS PROCUREMENT IS UNRESTRICTED. If you are a large business, are selected for this effort and your proposal exceeds $1 million, you will be required to submit a subcontracting plan with goals for small, Hub Zon e, small disadvantaged, small woman-owned and small veteran-owned concerns. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last three fiscal years, does not exceed $28,500 ,000. All potential offerers are reminded, in accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 1998), lack of registration in the CCR database will make an offerer ineligible for award in accordance with FAR 5.102(a) (7). A preproposal conference and site visit will be held. The date, time, and location will be posted on the district website. This conference will provide general information such as how the evaluation process works at the Kansas City District office, impo rtant things to remember for a successful proposal, past performance information, etc. An organized site visit will follow the conference. Unescorted site visits may be arranged separate from this date and time by contacting Brian McNulty at the Tuttle C reek Project office at 785-539-8511 ext. 12. Access to Tuttle Creek Dam requires check in at the project office and a valid photo identification. To make the most of the conference you are encouraged to carefully review the solicitation and submit any qu estions or comments two business days before the conference to Carlos Clayton at carlos.e.clayton@nwk02.usace.army.mil.
