- CECOM plans to enter into a sole source agreement with Blackhawk Management Corporation, Dallas, Texas, for a Time and Materials order against an existing Basic Ordering agreement for technical support for the GUARDRAIL system. This support will incl ude the redesign and build of 4 CCAs that are part of the CHAALS weapons system. This will also include RESET work for items previously built by BLACKHAWK under other contractual efforts. The order may include repair of items in support of the RESET effor t for the 15th MI BN. This may include site visit to Tobyhanna Army Depot or to Ft. Hood, TX in support of the RESET effort. The Government does not hold any proprietary rights to any drawings or data. The Government believes that only one reliable source can provide the services that will satisfy the Government requirements. There will be no formal Request for Proposal, or other information regarding these requirements.
