Description
Furnish all material, equipment, and labor to move tracked and wheeled vehicles, and other government owned/controlled equipment from Fort Polk to specified training areas and airfields within a 200-mile of Fort Polk and return via commercial heavy e quipment transport. Weights of vehicles/equipment are estimated to range from 4,000 - 130,000 pounds. The Government will provide the contractor a copy of the Louisiana Department of Transportation and Development (LA DOTD) route approval letter. The co ntractor will be responsible to obtain state permits from LA DOTD for routes. All vehicles and equipment shall be in operable condition and meet all Federal, State, and local safety requirements, and shall comply within EM 385-1-1 (Section 19), Safety, He alth Requirements Manual. Contractor must comply with policies of DOD 5100.76-M, for movement of physical security of sensitive conventional arms, ammunition, and explosives, classified and controlled cryptographic items sensitive items. This procurement is being conducted as a commercial item acquisition and is set aside for 100% Total Small Business. Proposed contract will be a firm fixed price requirements contract. The period of performance will be for a 12-month base period plus four additional 12 -month option periods. The North American Industry Classification System (NAICS) Code is 484220. Procurement will include: transport of vehicles 50,000 lbs and over, transport of vehicles under 50,000 lbs, crash or maintenance recovery, specialized handl ing equipment-wrecker, crane, 25-40 Ton, and Dozer, medium sized. To be eligible for contract award, agency must be registered in the DoD Central Contractor Registration (CCR) database. Register via the CCR Internet site at http://www.ccr.gov or by conta cting the DoD Electronic Commerce Information Center at 888-227-2423. All qualified responsible sources may submit an offer, which shall be considered by the agency. Offerors must conform to the request for bid instructions and bids must be received by t he closing date specified in the request for bid. The anticipated release date is on or about 15 April 2005 with an anticipated offer due date of on or about 3 May 2005. The firm date for receipt of offers will be stated in the solicitation. Any questio ns concerning the solicitation are to be submitted in writing NLT 21 April 2005. The solicitation will be posted on the Fort Polk Directorate of Contracting web site at http://www.jrtc-polk.army.mil/DOC/index/htm in electronic format. It is the offeror's responsibility to monitor the site for release of solicitation and amendments (if any).
