Description
The U. S. Dept of Commerce/National Oceanic and Atmospheric Administration intends to negotiate with Remote Sensing Solutions, Inc., Barnstable, MA on a sole source basis in accordance with the authority of 41 U.S. c.253 (c) (1) only one responsible source. This requirement is for the modification of the Storm Analyzer data processing and visualization system for the ocean vector wind calibration and validation experiment planned for the 2005 Hurricane season. The Storm Analyzer concept was initially tested during the 2003-4 Hurricane season aboard the NOAA-P-3 aircraft with great success. 1) Modifications shall be to the existing software and the integration of improvements to include the lower fuselage radar data from the NOAA P-3, and a module to control the digital receiver card of the integrated Wind and Rain Atmospheric Profiler (IWRAP) that will be used to record IWRAP data. 2) Create and integrate a module to control the digital receiver card of the Integrated Wind and Rain Atmospheric Profiler (IWRAP) that will be used to record IWRAP data. 3) On-site installation and verification of proper operation aboard the NOAA P-3 in Tampa, FL for the Hurricane season. Remote Sensing Solutions, Inc developed the prototype Storm Analyzer for 2003 and 2004 experiments. Previous deployment of the prototype Storm Analyzer tested the concept of real-time processing and visualization of several of the flight level data streams on the NOAA P-3 aircraft. This modification will permit dynamic customization of the data display for individual users. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. All information in response to this notification must be submitted in writing to Sally Huber, Contract Specialist. Note 22 applies
