Description
This FedBizOpps Notice was previously issued on March 22,2005 erroneously under the NAICS code of 493110 instead of the correct code of 561210 .. This is a Sources Sought Synopsis. The Defense Logistics Agency (DLA) is seeking an Expression of Interest (EOI) from prospective contractors or other concerned individuals or organizations who may be interested in participating in the A-76 Study for the installation support services at the Defense Distribution Depot San Joaquin, California (DDJC) guided by the Office of Management and Budget (OMB) Circular No. A-76. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any other purpose. The DLA is a U.S. Department of Defense (DoD) agency that provides focused logistics support to America's Armed Forces around the world. DDJC is the DLA's western Strategic Distribution Platform with facilities at Tracy and Lathrop. The two distribution facilities occupy over 1,600 acres and are located some 14 miles apart. The center is centrally located for easy access to complex interstates, waterways, and air and rail transportation networks. DDJC's mission is to receive, store, and ship government-owned supplies and equipment, primarily to military customers in the western US and the Pacific theater of operations, with additional worldwide capabilities. As a Strategic Distribution Platform, DDJC serves as the west coast hub for distribution activities. DDJC currently stores a wide range of supplies and equipment commonly ordered by the military services, including clothing and textiles, food, medical supplies, construction materials, electrical supplies/components, sonabouys, tires for both aircraft and vehicles, and a wide array of secondary repair parts. DDJC also operates DLA's west coast's Consolidation and Containerization Point, consolidating overseas shipments from other defense distribution centers as well as from commercial vendors for all of the military services in the Pacific theater of operations. The installation support services include: facilities and housing maintenance; operations and maintenance of utilities systems; operations and repair of HVAC and mechanical systems; material handling equipment (MHE), and vehicle maintenance; grounds maintenance and repair; refuse and miscellaneous services; and major accident and natural disaster response. The service provider will be required to provide the leadership and management expertise necessary and appropriate to manage and to accomplish all functions contained in the Performance Work Statement (PWS). The annual baseline cost is approximately $ 7.6 million. DLA will issue a draft Request for Proposals (RFP) for this acquisition on May 20, 2005. The NAICS code for this action is 561210 and the small business size standard is total annual receipts of less than $30 million. DLA's competitive sourcing process will examine the financial impact of providing the services in-house or by contract. The examination is conducted in accordance with the Office of Management and Budget (0MB) Circular No. A-76. The A-76 guidelines encourage competition and provide a level playing field between public and private offerors.
