The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: June 2005 - June 2006 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS) Lima, Peru. The incumbent will be based on the Peruvian Air Force Base, Group 8, Jorge Chavez International Airport, Callao, Peru. PURPOSE: The purpose of this professional services contract is to provide a full-time Beech 1900D Mechanic for the NAS Aviation Program in Peru. The incumbent serves as the primary mechanic for the NAS owned Beechcraft 1900D airplane, and is responsible for performing all scheduled and unscheduled aircraft maintenance, organization and calibration of all special tools, and maintaining all ground support equipment. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Fixed-Wing Aviation Advisor. Additionally, the individual may be supervised by the NAS Beech 1900D Pilot-in-Command on a day-to-day basis. 2. STATEMENT OF WORK The Beech 1900D Mechanic position responsibilities include, but are not limited to the following: A. Maintenance Responsibilities 65% Perform all scheduled maintenance inspections in accordance with the Original Equipment Manufacturer?s (OEM) requirement on both the airframe and powerplant and related systems while conforming to all FAA part 91 operation requirements. Be able to perform all quality control inspector duties as assigned. Maintain aircraft electrical systems as specified by the OEM. Perform all unscheduled maintenance as required to maintain the aircraft in an airworthy condition. Ensure proper documentation of all maintenance tasks, Airworthiness Directives, trend monitoring, hazardous waste control, and tool control. Maintain the technical publication library. Perform component overhaul on selected aircraft parts in the inventory. Immediately notify appropriate Aviation Advisors of the aircraft maintenance status should a change occur. Supervise one local hire mechanic if required. Assist in the development of maintenance tracking procedures to ensure all Time Before Overhaul (TBO) components are properly maintained. Perform receiving inspections on all major components entering the NAS Beech 1900D logistical system. B. Administration 35% Incumbent will track all flight times, inspection times, overhaul hours, and airframe and engine cycles in accordance with a NAS approved program. Incumbent will assist in developing this program if required. Maintain an on-hand parts inventory and order replacements and time change components as required. Oversee BPAs and inspect all incoming and outgoing aircraft parts. 3. MINIMUM REQUIREMENTS A. An FAA issued Airframe and Powerplant certificate combined with an Inspection Authorization certificate is required for this position. B. Must be a U.S. citizen, subject to State Department security clearance; current or former National Agency check desired. C. Ten years documented aviation maintenance experience, of which at least five must have been as a quality control inspector. D. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR part 1, 43, 61, 63, 67, 91, and 830. E. Have completed King Air B200/350 and C-90 or B1900D maintenance certification course, combined with a minimum of two years experience in maintaining the airframe and/or powerplant. F. Completed a Pratt and Whitney PT6 Heavy Maintenance Course within the previous five years. G. Have an extensive working knowledge of Microsoft Office software. H. Have a working knowledge of U.S. Department of State, Office of Aviation, maintenance procedures and directives is desirable. I. Spanish language proficiency to the 3/3 level. J. Must be physically qualified to live in Peru and willing to engage in frequent in-country travel to remote locations. The work is both physical and sedentary in nature, and involves activity at both the main and field locations in addition to the Lima airport and embassy offices. Incumbent must be able to independently perform the fieldwork in remote areas for extended periods without on-the-ground-supervision. L. Knowledge of Embassy organization and the complexities of interrelated activities as well as the familiarity with program, organization, and operation of other USG elements involved in counter-narcotics programs is desired. M. Knowledge of the political, economic, legal, and military environment of Peru and regional factors affecting counter-narcotics programs is desired. N. Familiarity with U.S. counter-narcotics operations in Latin America is desired. 4. COMPLEXITY Assignments include a wide range of detailed tasks which compose a sophisticated aviation maintenance program. These tasks include, but are not limited to the following: actual hands-on maintenance, aircraft inspection, trend monitoring, forms and records tracking, and maintaining a technical publications library. The mechanic is the cornerstone for sustaining an acceptable operational readiness level. The incumbent will integrate and apply specialized and professional knowledge in program development which will directly affect the safety of the NAS aviation program 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both office and field locations. The work will require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 6. WORK ENVIORNMENT The work is primarily conducted in an airplane, office, or aircraft hangar with travel to the field for missions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the drug traffickers and therefore pose significant risk to the incumbent while at these sites. Evaluation Criteria: Factor 1. (Mechanic Skills) Offeror?s ability to: a. Maintain the Beechcraft 1900D or similar type aircraft based on previous experience in an airworthy condition IAW the FARs and OEM specifications. b. Perform IA duties on all scheduled inspections and unscheduled repairs of a B1900D as required. c. Perform repairs of the B1900D in remote and unimproved areas of Peru when necessary. d. Maintain the documentation of maintenance and inspections performed on the B1900D Factor 2. (Maintenance Administration) Offeror?s ability to: a. Oversee activities of subordinate crew members. b. Program and schedule maintenance on the B1900D to maximize the availability of the aircraft for missions. c. Coordinate with the PIC to assist aircraft loading, and performing weight balance adjustments for the B1900D. d. Insure that all ADs, Service Notices, and Manual updates are current and in compliance. e. Maintain the spare parts stock levels to 100% and insure that replacement time change components are on hand before the retiring component is due. Factor 3. (Experience/Past Performance) Offeror's previous experience and quality of performance (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). Compensation Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI. AS A MATTER OF POLICY, AND AS APPROPRIATE UNLESS THE PSC IS A RESIDENT-HIRE, A PSC IS NORMALLY AUTHORIZED THE FOLLOWING BENEFITS: 1.
