- Western Area Power Administration (WAPA) Desert Southwest Customer Region (DSW) intends to issue a contract on a sole-source basis to the 3M Company under the authority of 41 USC 253 (c)(1) and FAR 6.302-1 "only one responsible source" to provide Conductor utilizing the Aluminum Matrix Composite Conductor Technology. The basis for the sole source is as follows: 3M is the only source who provides composite utilizing this unique technology which allows for increased capacity without rebuilding a new transmission line. This solicitation is being issued under the NAICS code, 335931, Current-Carrying Wiring Device Manufacturing. The Government intends to award a firm-fixed priced contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may provide a proposal and will be evaluated to determine if they can meet the requirements of the solicitation.
